The labour market continues to be the main regulatory force of Portuguese emigration, which helps to explain the outflow and the processes of settlement and return. Book excerpt: The parliamentary elections of 2015–16 in Greece, Spain and Portugal had extraordinary consequences, bringing repeat elections, unprecedented processes of government formation and uncharted government outcomes. Greece formed a coalition of radical left and radical right and Portugal its first government supported by the communist party while Spain took ten months to get a government. These developments are especially astonishing in three states which in previous decades were a byword for democratic stability. After the transitions following the fall of their dictatorships in the 1970s, Greece, Spain and Portugal established bipolar electoral competition and predictable patterns of government formation. But more recently, all three countries have been in the frontline of the economic crisis and austerity implementation, triggering electoral realignments and turning the radical left into a major player. This volume offers essential understanding of the political destabilisation of Southern Europe. It includes detailed analyses of all five ‘crisis elections’ and of Greece’s bailout referendum. Book excerpt: This book offers a systematic exploration of the role of religion and religiosity in electoral politics in Catholic, Protestant, and religiously mixed countries across Western Europe and in the United States. The chapters approach the relationship between religion, religiosity, and electoral behaviour from a variety of different angles. They include analyses of secularization trends; comparative studies of the links between vote choice and religiosity; longitudinal single country studies; and a novel discussion of the theoretical underpinnings of the politicization of religion that provides a radically new framework for the analysis of the role of religiosity in election studies. The volume shows that despite the expectations of secularization theory, religiosity remains relevant when casting votes. It also argues that the traditional notion of religious cleavage should be replaced with the more accurate idea of religious voting. Chapters draw on National Election Studies data and comparative datasets such as European Values Studies (EVS), European Social Surveys (ESS), and European Election Studies (EES) to empirically test expectations regarding religious voting. The results show that variations in religious voting are conditional on both the agency of political and ecclesiastical leaders when politicizing religious issues and the legacies of previous societal and political religious conflicts, regardless of whether the original party system had a predominant religious cleavage.

Book excerpt: Southern Europe has been the EU region most exposed to the Eurozone sovereign debt crisis with consequences for national party systems and political stability. The 2014 European Parliament elections took place at a crucial time for Europe and Southern European societies more generally. This book analyses the Euroelections in Southern Europe, asking whether these followed the usual pattern of low-stimulus contests or whether the crisis context raised the bar. Country chapters on Italy, Greece, Spain, Portugal, Cyprus and Malta investigate the background of the elections, the electoral campaign and the rise of Euroscepticism. The linkage between governments’ economic performance, the Europhile or Eurosceptic stances of political parties, and their electoral performance are at the core of the analysis in each chapter. The findings reveal that the political and electoral consequences of the economic crisis have not fundamentally challenged the second-order character of the 2014 European Parliament elections in Southern Europe. However, electoral behaviour exhibits some indications of a more critical contest in which the EU divide becomes more significant and polarising in determining voting choices. Book excerpt: This book explores the argument that Portugal has been an exception to the trend of political upheaval and electoral instability across Southern Europe following the financial crisis and the bailout period. It does so by mapping and exploring in-depth three key dimensions: the governmental arena, the party system and citizens’ political attitudes. The five chapters in this edited volume show that a number of factors combine to make Portugal not only a very stimulating case study, but also an exception within the South European panorama: the stability of its party system, and that of the mainstream parties’ electoral support in particular; the quick recovery of political attitudes after the end of the bailout period (2011-2014); the absence of competitive populist challengers until 2019, despite high levels of populist attitudes amongst the citizenry; the successful and stable union between anti-austerity parties supporting the socialist government (dubbed the ‘Contraption’) and its adoption of an ‘austerity by stealth’ model. This book shows that it is possible to combine critical junctures and political stability, responsiveness and responsibility, through the study of one of the most intriguing cases in Southern Europe in the last decades. Book excerpt: In Citizenship Beyond Nationality, Luicy Pedroza considers immigrants who have settled in democracies and who live indistinguishably from citizens—working, paying taxes, making social contributions, and attending schools—yet lack the status, gained either through birthright or naturalization, that would give them full electoral rights. Referring to this population as denizens, Pedroza asks what happens to the idea of democracy when a substantial part of the resident population is unable to vote? Her aim is to understand how societies justify giving or denying electoral rights to denizens. Pedroza undertakes a comparative examination of the processes by which denizen enfranchisement reforms occur in democracies around the world in order to understand why and in what ways they differ. The first part of the book surveys a wide variety of reforms, demonstrating that they occur across polities that have diverse naturalization rules and proportions of denizens. The second part explores denizen enfranchisement reforms as a matter of politics, focusing on the ways in which proposals for reform were introduced, debated, decided, and reintroduced in two important cases: Germany and Portugal. Further comparing Germany and Portugal to long familiar cases, she reveals how denizen enfranchisement processes come to have a limited scope, or to even fail, and yet reignite. In the final part, Pedroza connects her theoretical and empirical arguments to larger debates on citizenship and migration. Citizenship Beyond Nationality argues that the success and type of denizen enfranchisement reforms rely on how the matter is debated by key political actors and demonstrates that, when framed ambitiously and in inclusive terms, these deliberations have the potential to redefine democratic citizenship not only as a status but as a matter of politics and policy.

Book excerpt: After decades of isolation and a turbulent transition to democracy, Portugal's integration into the European Union has given political, economic, social, and cultural stability to a country that had to overcome the trauma of losing an empire. This volume clearly is a major contribution to the study of how Portugal became part of the European Union as a political system and its development towards Europeanization and domestication. Magone first lays a theoretical framework for the study of Europeanization and discusses political parties, the political system, and Portuguese society in terms of Europeanization. He then examines public administration, how the European Union and the OECD impacted on the modernization agenda, and includes a discussion of the national EU policy coordination. Magone also considers the Portuguese Euro-elite and how they interacted with the Portuguese presidency and the processes of decision-making going on among the different levels of the governance system of the European Union. He highlights a case study of the Portuguese presidency of the European Union, which took place in the first half of 2003. In addition, Magone discusses the impact of the EU structural funds on Portugal, and scrutinizes Portuguese foreign and defense policies, in particular its reconstructed foreign policy, which was clearly instrumental in achieving the independence of East Timor. He reviews the growing integration of Portugal into the emerging structures of the Common Foreign and Security Policy (CFSP), concluding with the challenges that Portugal will face in the future in the education, health, and business sectors. An interesting finding is the growing alienation of the population from the political class, who clearly make all the decisions in relation to the European Union without proper consultation of the population through referenda. In sum, this book is vital to understand one of the oldest nation-states of the world. Josà M. Magone is senior lecturer in European politics in the Department of Politics and International Studies, University of Hull.
