Although it has long been a critical service for millions of children in the United States, the increased attention given to this service in the last two decades has focused more on its inability to achieve its intended outcomes than on its successes. However, as social and political trends and new legislation reshape child welfare, policymakers and service providers continue to offer innovative policy and practice options for this child welfare service. Though use of the service has changed, family foster care remains important. Responding to a widespread sense of the "drifting" of children in care, Congress passed the Adoption Assistance and Child Welfare Act of 1980. This legislation became a key factor shaping the current status of family foster care. Its goal was to reduce reliance on out-of-home care and encourage use of preventive and reunification services; it also mandated that agencies engage in planning efforts for permanent solutions for foster children. Yet, despite federal mandates and funding, the child welfare system has continued to struggle to provide the level of services needed for children to reduce the amount of time children remain in temporary foster care. The latest response to these problems, the Adoption and Safe Families Act of 1997, established unequivocally that safety, permanency, and well-being were national goals for children in the child welfare system. To comply with the law, public and private agencies are required to initiate significant program and practice changes in the coming years to improve permanency outcomes and child well-being in family foster care. The central theme of the volume is accountability for outcomes, certainly a current driving force in child welfare as well as in other public and private service fields. This volume will be of interest to all concerned with the social welfare of children and families at the end of the twentieth century. Braudel's vision of an enclosed sea as a geographical opportunity for economic integration between nations with different religions, languages and ethnicities and political bodies still functions as a model for studies on a wide range of contexts. The goal of the 50th Study Week was to go beyond the study of individual systems in isolation, and to combine instead different analysis of open and enclosed seas or coastal areas in order to understand the integration role played by maritime connections in Europe. Since in pre-industrial civilizations water transport was easier than land transport, the time has come to bring attention to the way these relationship networks operated both on a European level and with Asian and North African trade partners. This volume starts from the great research traditions which have, however, rarely been integrated on a larger and continental scale, and analyses them on either a regional or thematic basis. Immanuel Wallerstein has developed Braudel's concept by conceptualising its intercultural and transnational dimensions and its role in the system of labour. He called it a "world system", not because it involves the whole world, but because it is larger than any legally defined political unit. And it is a "world economy" because the base link between the different parts of the system has an economic nature. The various regional research aspects and traditions have been linked together in a coherent approach which aims at evaluating: - What geographical, nautical, technical, economic, legal, social and cultural elements influenced the emergence of the various regional networks, and how these worked; - The nature and role of seaports as nodal points of sea routes and of their hinterland through rivers, canals and roads; - The commercial and personal ties between merchants and shipowners in various ports; - How regional networks connected with each other and how, over time, they ended up integrating into larger units; - How private networks, initially between merchant and seafarer organizations, ended up dealing with local authorities and, after their growth, with states and empires in order to protect their interests.

Book excerpt: This much anticipated volume looks at the historical evolution of towns and cities in medieval India from the early thirteenth to the late eighteenth century. The selection is based on the availability of documents. These include the narratives of European travellers in English, French, Italian, Dutch, and German with the exception of Ibn Battuta in mid-fourteenth century and also Middle Bengali literature in case of towns in Bengal. While the coastal towns and cities have been looked at, the interior ones are also described on the basis of the writings of later historians and archaeologists. Care has been taken to explain the rise, growth and the decline of some towns and cities in which the changing courses of rivers had played a crucial role. Attempts have been made to search other factors responsible for such eventualities. The delineation of physical features within the city has been given due emphasis including the different quarters of the city and the manners and customs of the local population with reference to craft production and commercial links. The morphological differences between the cities of eastern and those of the western or northern India have also been described. This is clear from the observations of port towns described here. All these would show that India was one of the most urbanized area in the medieval period before advent of the British.
