Book excerpt: Completed during October, 1981, the historical and standing structure study of the flood control project in Portage, Wisconsin, surveyed structures and sites in the First Ward and below the 800 foot contour level between Cook and the Portage Canal on the northwest; the Chicago, Milwaukee, St. Paul, and Pacific Railroad on the north; and MacFarland Road on the west. The level of investigation was a phase I or reconnaissance survey, intended to identify those structures and sites which might be potentially eligible for the National Register of Historic Places. At this stage of the investigation, a fairly detailed literature search provided a local and regional context with which to judge site significance. Because the overall flood control project would affect sites favorably, i, e., protect them from flood damage it was concluded that any of the three project alternatives: the rebuilding of a levee, the construction of ring levees, or waterproofing individual structures; whichever gave more protection; should be selected. Each alternative could require some site mitigation. And, in fact, mitigation projects recommended in the report might, in the end, enhance the site involved.

Book excerpt: This study develops effective and acceptable alternative flood control plans for the Portage area which are consistent with the environmental and historic importance of the area. Included in the general study area are those regions affected by Wisconsin River flooding and backwater flooding in the lower reaches of the Baraboo River and Duck Creek. Specifically, the study area encompasses the city of Portage; the adjacent townships of Lewiston, Caledonia, Pacific, and Fort Winnebago in Columbia County; and the township of Fairfield in Sauk County. Limited study was done on the upper Fox River basin in regard to the impacts of Wisconsin River overflows. On the basis of intensive feasibility-scope investigations and extensive coordination with the public, it is recommended that the Corps of Engineers be the implementing agency for a local protection levee and floodwall plan at Portage. This plan was identified as the most economically feasible plan to construct. The Portage Lock, a historic landmark, would be incorporated to maintain the historic importance and character of the area. (Author).

The present study investigates the possibilities of scour and excessive backwater resulting from the construction of the Columbia Generating Station on the Wisconsin River floodplain near Portage, Wisconsin. Neither scour nor excessive backwater appear to be problems in the study area, not even for the 100-year (regional) flood. A possible change in climate since 1950 does not alter the expected results of floodplain encroachment. However, the effects of the proposed climatic change, manifested by a shift from predominantly zonal to predominantly meridional circulation patterns, cannot be fully determined. Limited data, few choices of analytical methods, and the possible masking of any effects by reservoir development all contribute to the inconclusiveness of the analysis of climate change and its possible effects on the study problems.
