The largest of them—the great treaty ports of Shanghai and Tientsin—became modern cities of international importance, centres of cultural exchange and safe havens for Chinese who sought to subvert the Qing government. They are also lasting symbols of the uninvited and often violent incursions by foreign powers during China’s century of weakness. The extraterritorial privileges that underpinned the treaty ports were abolished in 1943—a time when much of the treaty port world was under Japanese occupation. China’s Foreign Places provides a historical account of the hundred or more major foreign settlements that appeared in China during the period 1840 to 1943. Most of the entries are about treaty ports, large and small, but the book also includes colonies, leased territories, resorts and illicit centres of trade. However, policy makers struggle to translate this potential into engines of economic development and social transformation. In the past 40 years, China has taken advantage of its strategic geographical location and its status as one of the world’s top manufacturing regions. From a very low position on almost all metrics, today China has become home to more than half of the world’s top 50 ports. The rapid development of China’s ports was critical for the country’s remarkable economic growth. What China achieved can be informative; how and why China revived and modernized its port sector is especially relevant and provides valuable lessons for other countries. This book explores the transformation of China’s port sector through four topics and four periods, beginning with China’s major economic reforms that started in 1978. The first topic addresses the links between China’s macroeconomic and regional development strategies and development of the port sector. During this period—through about 1991—China began decentralizing port management to facilitate development of special economic zones. Thesecond topic—during the period 1992 through about 2001—is more specific about the ports and analyzes changes in port governance, including the way in which essential investments were determined and financed. Thethird topic examines the relationship of ports to the cities where they are located and to the hinterlands on which they depend—coinciding with the period 2002†“11. Domestic and international investment resulted in many new export-oriented processing factories during this period. The accompanying boost in trade required further expansion of port capacity. The book also provides readers with the opinions of people directly involved with the Piraeus Port—China Ocean Shipping (Group) Company (COSCO) deal through interviews conducted and included in the book. OBOR, a signature initiative of Chinese President Xi Jinping, is currently one of the most frequently discussed enterprises worldwide. This controversial mix of worldwide projects has put both China and Xi at the center of attention, and not in a positive way. Of course, not all projects included in the initiative have been or are likely to be successful, but the initiative has far-ranging economic, cultural, and political potential. OBOR, in its essence, is an attempt by the Chinese government to secure a paramount position in global finance for the country and ensure that primacy extends far into the future. In particular, it is an attempt to ensure that there are enough natural resources for China to support itself in the long term. Therefore, the areas selected for the implementation and development of OBOR are deliberately strategic. One of the countries that China has chosen to invest in is Greece, specifically the Port of Piraeus. The OBOR initiative has many similarities with the ancient Silk Road. Although the ancient route and modern concept are in no way identical, many similarities become evident when the two are compared. To understand China’s motivation to build such a network, looking back at history is required. This project was long in the making. Various discussions took place both on an international and a domestic level until all parties came to an agreement. The deal at Piraeus between Greece and China affected more people than the politicians and the shipowners—it affected everyone involved in the operations of the port as well as the residents of the area. To further comprehend the impact on their lives, one must see things through their eyes, and there is no better way than contacting individuals and conversing with them. In conclusion, the specific deal at Piraeus and the OBOR initiative as a whole have the potential of benefiting the international and local communities. However, specific measures must be taken, and governments must collaborate in order for the deal in Piraeus and the OBOR initiative to have the most beneficial and the least negative impact.

Book excerpt: Port Development and Competition in East and Southern Africa analyzes the 15 main ports in East and Southern Africa (ESA) to assess whether their proposed capacity enhancements are justified by current and projected demand; whether the current port management approaches sufficiently address not only the maritime capacity needs but also other impediments to port efficiency; and what the expected hierarchy of ports in the region will be in the future. The analysis confirms the need to increase maritime capacity, as the overall container demand in the ports in scope is predicted to begin exceeding total current capacity by between 2025 and 2030, while gaps in terms of dry and liquid bulk handling are expected even sooner. However, in the case of many of the ports, the issue of landside access—the ports’ intermodal connectivity, the ease of international border crossing, and the port-city interface—is more important than the need to improve maritime access and capacity. The analysis finds that there is a need to improve the operating efficiency in all of the ESA ports, as they are currently less than half as productive as the most efficient ports in the matched data set of similar ports across the world, in terms of efficiency in container-handling operations. Similarly, there is a need to improve and formalize stakeholder engagement in many of the ports, to introduce modern management systems, and to strengthen the institutional framework to ensure the most efficient use of the infrastructure and to be able to attract private capital and specialist terminal operators. Finally, given the ports’ geographic location and proximity to main shipping routes, available draft, and the ongoing port-and-hinterland development, the book concludes that Durban and Djibouti are the most likely to emerge as the regional hubs in ESA’s future hub-and-spoke system.
