Book excerpt: In recent years and decades, we observe the reality of a new urban world: the percentage of the world population living in urban areas has increased from around 30 in 1950 to around 54 in 2015, and is expected to reach 66 by 2050. However, in most cases the focus of research has been on the dynamics of the developed world. By contrast, our understanding of regional and urban dynamics in the developing world remains very limited. Developing countries will by 2030 host more than 85% of the world population, and more than 90% of the new urban residents of the world will live in cities in the developing world according to the United Nations. This special issue on "Cities in the 21st century: A view from the developing world" consists of an introductory editorial and four papers. They all study aspects of the reality of developing countries in the 21st century, always from a spatial perspective. Each paper focuses on a different topic, but they nicely complement each other. While three papers focus on Latin America and the fourth one on the reality of Eastern Europe and Central Asia, they all have broader implications for the developing world in general.

Book excerpt: This edition of the annual publication considers the need to reshape the global architecture of world trade, in order to help strengthen the economies of developing countries and reduce world poverty. The report focuses on four policy areas: the establishment of a development round of WTO negotiations to reduce trade barriers; global co-operation to expand trade outside the WTO; the adoption of pro-trade development policies by high-income countries; and enacting trade reforms in developing countries. The findings of the report suggest that developing countries could significantly increase their incomes, if all countries progressively implement the proposed trade reforms. This would result in a world with a much higher standard of living, an estimated 300 million people lifted out of poverty by 2015, and a significant increase in the number of children living beyond their fifth birthday throughout the developing world.

Book excerpt: Because the Eastern European and Central Asian states' populations are so highly urbanised - 300 million of the region's 450 million people live in cities - the importance of the urban dimension to the poverty and inequality that has developed with transition is paramount. Urban poverty is an area that requires increased attention by both the governments of the region and the World Bank. A main objective of this report is to trace the historical circumstances that affect the way cities in transition economies function. In order for urban policy to contribute to sustainable growth and poverty alleviation, these circumstances need to be clearly understood. This paper considers the principal concerns for city management that are implied by these unique urban problems. It asks what the leadership of cities can do address and reverse the deterioration of living standards in urban areas, and thereby avoid social and environmental conditions similar to or even worse than those seen in the large urban areas in the developing world. There are three systemic issues that urban policies in transition economies must address. They are: allocating resources efficiently; managing social welfare safety nets; and building strong local democratic institutions. The report provides proposals for action and identifies priorities and strategies for the region and for the World Bank.
