Implications for education-policy research in Sub-Saharan Africa are described. Eight appendices contain an index to Sub-Saharan countries mentioned in the text, selected African countries' examples on private-education development and financing, statistics on private enrollment as percentage of total enrollment, suggested typology of private schools, comparative analysis of advantages and disadvantages of private education as compared to public education, private consumption in Sub-Saharan Africa, relative price of private consumption of education in selected African countries in 1993, and factors determining the volume of tuition fees in profit-making schools. Book excerpt: This book examines the nature and significance of the impact of population growth on the weIl-being of developing countries-in particular, the effects on economic growth, education, health, food supply, housing, poverty, and the environment. In addition, because family planning programmes often significantly affect population growth, the study examines the impacts of family planning on fertility and health, and the human rights implications of family planning programmes. In considering the book's conclusions about the impact of population growth on development, four caveats should be noted. First, the effects of population growth vary from place to place and over time. Thus, blanket statements about overall effects often cannot be made. Where possible, the authors note the contexts in which population effects are strongest and weakest. Second, all of the outcomes examined in this book are influenced by factors other than population growth. Moreover, the impact of population growth may itself vary according to the presence or absence of other factors. This again makes bl anket statements about the effects of population growth difficult. Throughout the chapters, the authors try to identify other relevant factors that influence the outcomes we discuss or that influence the impact of population growth on those outcomes.

Book excerpt: The World Bank has supported a broad spectrum of educational reform programs. The outcomes of many of these programs have been mixed. A review of Bank experience found that the most successful programs have a different profile than the less successful programs. The former aimed at comprehensive change, encompassing a wide range of objectives that include administrative and management training and the provision of educational materials as well as the usual curriculum and teacher training components. Most importantly, they adopted an implementation strategy that was congruent with political and economic factors and with the program's objectives. Three interventions were found especially critical for successfully putting programs into practice in classrooms and schools. First, successful programs paid significant attention to strengthening institutions and organizational structure, including developing a capacity for innovative management. Second, successful programs included significant in-service teacher training components. Third, successful programs included strategies to garner the commitment of implementors, external agencies, and government authorities.
