The publication series results from cooperation between the Nether lands Interdisciplinary Demographic Institute (NIDI, The Hague) and the Flemish Population and Family Study Centre (CBGS, Brussels). This 1995 edition is the 111h in the series. In 1995, the NIDI celebrates its 25th anniversary as the Dutch national demographic institute, making it a special year for Dutch demography. The contents of this publication obviously highlights this event as most articles selected for this edition are written by Dutch or NIDI related scholars. The article "Ageing and the demand for care: scenario studies for Europe" by Hanna van Solinge and Jenny de Jong Gierveld concerns a comparative study with respect to the consequences of ageing populations for the infrastructure of care for the elderly. It presents results of a scenario study on future developments in demand and supply of elderly care services for a selected number of European countries, summarizing an extensive study on the impact of ageing populations on the socio-medical system conducted by the authors on behalf of the European Population Committee of the Council of Europe.

They provide up to date information on the official views at present of the Dutch and Belgian Government on demographic trends and population policy issues.

They decided to focus on comparative issues, both in time and in space. In order to trace the degree of homogeneity and heterogeneity of European populations over time, converging and diverging population trends that are specific to contemporary and future Europe need to be explored. This is reflected in EPC99's motto: 'European Populations on the threshold of the new millennium; unity in diversity. ' Future demographic developments will be caused by specific economic, social and cultural conditions in Europe, and will, in turn, have a major influence on future economic and social conditions. To the extent that demographic trends differ across countries, separate countries may face different social and economic problems. As demographic trends tend to have long-lasting effects, it is important to assess the possible consequences of future demographic developments at an early stage. On the occasion of EPC99 , two of the organisers, Statistics Netherlands (SN) and the Netherlands Interdisciplinary Demographic Institute (NIDI), decided to produce a set of two population scenarios, showing the possible impact of converging and diverging population trends in the next century.

On the national level, international migration is a factor of increasing demographic, economic, social and political importance. This book addresses the debate on the impact of international migration and economic activity on population and labour force resources in future. It presents a study conducted for 27 European countries, looking 50 years ahead (2002-2052). An extended discussion of theories and factors underlying the assumed evolution of the components of change and economic activity is included as well as a detailed analysis of the historical trends. These theoretical and empirical considerations lead to defining scenarios of future mortality, fertility, economic activity and international migration, which have been fed into a projection model, producing various future population dynamics and labour force trajectories. In addition, simulations have been made to estimate the size of replacement migration needed to maintain selected demographic and labour market parameters in the countries of Europe. The results presented in this book allow researchers, governments and policy makers to evaluate to what extent various migration and labour market policies may be instrumental in achieving the desired population and labour size and structures. The secondary purpose of this volume is to reveal the methodology and argumentation lying behind a complex population forecasting and simulation exercise, which is not done frequently, but is critical for the assessment of the forecasts and also valuable from a purely didactic point of view.

Book excerpt: The Madrid International Plan of Action on Ageing (MIPAA), adopted at the Second World Assembly on Ageing, is the first international agreement that specifically recognises the potential of older people to contribute to the development of their societies. In monitoring its implementation two key approaches are evident: a qualitative bottom-up participatory approach and an approach that uses quantitative indicators to monitor sustainable progress and policies. With the European Centre for Social Welfare Policy and Research, playing a pivotal role in the monitoring of the implementation process, one of its key tasks has been to develop a list of 'indicators of achievement'. This book contains extended and revised versions of policy briefs and background papers that support the implementation monitoring process. The analyses included in these chapters make concrete suggestions towards quantitative indicators, with the aim of assisting national governments in mainstreaming ageing in their policies. The contributors provide an overview of the current situation with respect to population ageing and its consequences and also provide projections for the future. By a demographic crisis is meant that Europe’s dependency ratio is increasing, and the net result has been declining populations and fewer workers to sustain society. However, there are certain issues that need attention. Two topics seem to capture some of these issues: The implications of the possible crisis, and the crisis’ assessment. The present volume is organized around both topics (implications and assessment). There are at least three contributions being made by the proposed volume. To begin with, while there are other issues related to the demographic crisis in Europe the present volume should motivate additional research. Secondly, the research in the proposed volume does not necessarily assume that there is a demographic crisis in Europe nor that it is consistent across national lines. Thus, each chapter, in essence, examines a different issue associated with the proposal that there is a crisis. Finally, the present volume makes several methodological contributions. For example, the chapter by David Swanson uses non-Bayesian modeling in studying infant mortality. Richard Verdugo examines the dependency ratio and selected factors on economic growth in selected European nations, Kposowa and Ezzat conduct an assessment, Martins examines variation in the path toward a crisis, Johnson examines humanitarian migration and the crisis, Edmonston examines the association between geopolitics and the crisis.
