While the rest of the world's population is expected to increase by 60%, Africa's is expected to increase by 100%, doubling by the year 2025 to a projected total of 1.6 billion people. The major factor creating the high growth rate is the drop in death rates while the fertility rates remain high. Stress on the population has been related to urbanization which has increased since African countries attained independence in the 1960s. Employment opportunities in cities are inadequate and slum conditions have appeared around most major cities. Since agriculture remains the major industry and occupation, rural development policies are seen to hold the most promise for stemming urban migration and reducing famine and poverty.

Book excerpt: Weather shocks and natural disasters, it has been argued, represent a major threat to national and international security. Our paper contributes to the emerging micro-level strand of the literature on the link between local variations in weather shocks and conflict by focusing on a pixel-level analysis for North and South Sudan at different geographical and time scales between 1997 and 2009. Temperature anomalies are found to strongly affect the risk of conflict. In the future the risk is expected to magnify in a range of 21 to 30 percent under a median scenario, taking into account uncertainties in both the climate projection and the estimate of the response of violence to temperature variations. Extreme temperature shocks are found to strongly affect the likelihood of violence as well, but the predictive power is hindered by substantial uncertainty. Our paper also sheds light on the vulnerability of areas with particular biophysical characteristics or with vulnerable populations.

They engaged in vivid discussions on historical and recent cleavages in the societies of Sudan and South Sudan, inequality and exclusion in numerous variations, and on rapid social change accompanied by urbanisation and land conflicts. The severe economic crisis following the separation and the importance of creating political solutions instead of using technical approaches to work on the multitude of challenges affecting each of the two countries and the interrelations between them were also scrutinised. The participants intensely exchanged views and experiences on the difficulties and successes in taking responsibility rather than being dependent on foreign assistance. Discussions revealed strong potentials in both societies to overcome such problems; to initiate processes of reconciliation, and to consolidate peace. They shed light on the complex processes of nation-building and the creation of meaningful constitutions. This book attempts to capture at least some of this multitude of insights and aspects that had shaped the conference.

The 3-Year SEP is an emergency plan to deal with the adjustment to new political and economic realities following the decision of the South to secede. I-PRSP will also help to fine tune the preparation and implementation of the SEP and a new 5-year Plan, and provide a foundation for the full PRSP.
