Not so, say Stephen Parente and Edward Prescott. In Barriers to Riches, Parente and Prescott argue that differences in Total Factor Productivity (TFP) explain this phenomenon. These differences exist because some countries erect barriers to the efficient use of readily available technology. The purpose of these barriers is to protect industry insiders with vested interests in current production processes from outside competition. Were this protection stopped, rapid TFP growth would follow in the poor countries, and the whole world would soon be rich. Barriers to Riches reflects a decade of research by the authors on this question. Like other books on the subject, it makes use of historical examples and industry studies to illuminate potential explanations for income differences. Unlike these other books, however, it uses aggregate data and general equilibrium models to evaluate the plausibility of alternative explanations. The result of this approach is the most complete and coherent treatment of the subject to date.

Book excerpt: The COVID-19 pandemic has, with alarming speed, dealt a heavy blow to an already-weak global economy, which is expected to slide into its deepest recession since the second world war, despite unprecedented policy support. The global recession would be deeper if countries take longer to bring the pandemic under control, if financial stress triggers defaults, or if there are protracted effects on households and firms. Economic disruptions are likely to be more severe and protracted in emerging market and developing economies with larger domestic outbreaks and weaker medical care systems; greater exposure to international spillovers through trade, tourism, and commodity and financial markets; weaker macroeconomic frameworks; and more pervasive informality and poverty. Beyond the current steep economic contraction, the pandemic is likely to leave lasting scars on the global economy by undermining consumer and investor confidence, human capital, and global value chains. Being mostly a reflection of the recent plunge in global energy demand, low oil prices are unlikely to provide much of a boost to global growth in the near term. While policymakers' immediate priorities are to address the health crisis and moderate the short-term economic losses, the likely long-term consequences of the pandemic highlight the need to forcefully undertake comprehensive reform programs to improve the fundamental drivers of economic growth, once the crisis abates. Global Economic Prospects is a World Bank Group Flagship Report that examines global economic developments and prospects, with a special focus on emerging market and developing economies, on a semiannual basis (in January and June). The January edition includes in-depth analyses of topical policy challenges faced by these economies, while the June edition contains shorter analytical pieces.

The economy was exceptionally dynamic in terms of population growth and geographical expansion. No major famines, epidemics, or extended wars intervened to reverse, or even slow down appreciably, the tide of vigorous economic growth. Despite this broad expansion, however, the fundamental patterns of economic behavior remained fairly constant. The members of the main occupational groups - farmers, planters, merchants, artisans, indentured servants, and slaves - performed similar functions throughout the period. In comparison with the vast number of institutional innovations in the nineteenth and twentieth centuries, structural change in the colonial economy evolved gradually. With the exception of the adoption of the pernicious system of black slavery, few new economic institutions and no revolutionary new technologies emerged to disrupt the stability of this remarkably affluent commercial-agricultural society. Living standards rose slowly but fairly steadily at a rate of 3 to 5 percent a decade after 1650. (Monetary sums are converted into 1980 dollars so that the figures will be relevant to modern readers.) For the most part, this book describes the economic life styles of free white society. The term "colonists" is virtually synonymous here with inhabitants of European origin. Thus, statements about very high living standards and the benefits of land ownership pertain only to whites. One chapter does focus exclusively, however, on indentured servants and slaves. This book represents the author's best judgment about the most important features of the colonial economy and their relationship to the general society and to the movement for independence. It should be a good starting point for all - undergraduate to scholar - interested in learning more about the seventeenth and eighteenth centuries. This popular study, lauded by professors and scholars alike, has been diligently revised to reflect the tremendous amount of new research conducted during the last decade, and now includes a totally new chapter on women in the economy. Part One begins with the consequences of the 1974 revolution, Portugal's economic problems, its impending attachment to the European Economic Community, and rising public expectations about education. It continues with criticism of the Ministry of Education, which is overstaffed and has duplicate functions. The examiners propose reduction of branches and suggest the establishment of a national education advisory council and closer relations with other government agencies. A high priority for the compulsory school-level education (four primary and two preparatory grades) is improvement of standards in rural areas. Accepting the future extension of compulsory schooling from 6 to 9 years, the examiners counsel step-by-step reform of the school structure and curriculum. Education of 16-to-19 year olds is a problematic issue since upper-secondary schools are not providing adequate vocational courses. The examiners feel a solution is for Portugal to adopt a comprehensive education and training policy for that age group implemented jointly by the Ministries of Education and Labor. Part Two of the report includes a record of the review meeting between the OECD examiners and the Minister of Education and his delegates and addresses five areas of concern. The third part is a summary of the Ministry of Education's Backgroud Report of the education system in Portugal. (MD)

This study traces the idea of a world population problem as it developed from the 1920s through the 1950s, long before the late-1960s notion of a postwar “population bomb.” Drawing on international conference transcripts, the volume reconstructs the twentieth-century discourse on population as an international issue concerned with migration, colonial expansion, sovereignty, and globalization. It connects the genealogy of population discourse to the rise of economically and demographically defined global regions, the characterization of “civilizations” with different standards of living, global attitudes toward “development,” and first- and third-world designations.

Colombia is now the third largest recipient of US military aid in the world, and the largest by far in Latin America. Using extensive declassified documents, this book shows that the so-called "war on drugs", and now the new war on terror in Colombia are actually part of a long-term Colombian "war of state terror" that predates the end of the Cold War with US policy contributing directly to the human rights situation in Colombia today.
