Its purpose is to enumerate facts and to show growth trends which will influence the future development of Mebane. It is intended that this report provide the base upon which a comprehensive plan for Mebane's development will be built. All material used, unless otherwise noted, is taken from published and unpublished reports of the U. S. Census. A largely industrial town, one of Mebane's most valuable resources is its population and labor force. The first part of the report will analyze quantitative aspects of the past and present population of the town. The size, age, sex, and racial composition and family structure of the population will be discussed, as well as population projections for 1970, 1980, and 1985. The second section of the study concerns itself with qualitative considerations of the people such as education, income, and residential mobility. A report such as this usually precedes any other planning work and is a necessary element in any comprehensive planning program. A city is, in the final analysis, only a reflection of the people who dwell in it. In turn, where there are people, there must be ways of earning a livelihood. It is true that people must be provided with streets, water, sewers, electricity, schools, recreation facilities the list could go on and on but these activities, insofar as a city's reason for being is concerned, are secondary. The population and the economy of an area, then, must be torn apart like a watch to see what makes it tick. Without this detailed analysis, the planning of the city would be rather vague and ambiguous. Questions which must be answered are Who and how many are to be planned for? How much land will be needed for future development? How will the future population affect the demand for community facilities and services? Will income levels be conducive to providing these facilities and services? What is the city's potential for attracting new industry? 15 existing industry of a stable and high-growth nature? There are many more which could be asked, but those above are sufficient to illustrate the rele vance of a population and economic analysis to planning the economic, social and demographic framework must be established and defined before effective planning can ensue. Book excerpt: Excerpt from Neighborhood Analysis, Edenton, North Carolina: Inventory and Prospects The purpose of this study is to identify and show the presence of blight in the Town of Edenton and to recommend positive action to eliminate present blight and to prevent future blight. For this purpose the town has been divided into 19 study areas located in eight neighborhoods. Blight defies concrete definition, but for purposes of this study, blight is that combination of forces; physical, economic, and social that mar the appearance of Edenton and adversely affects the health, safety, and general well being of its citizens. Blight can be seen in deteriorated and dilapidated houses, in unpaved and unsafe streets, over crowded living conditions, unsafe water and lack of adequate sewer facilities. It can be seen in rows of houses with no parks or open spaces. It comes to the surface in illegitimate children, infant deaths, diseases and crimes large and small. It shows in families who because of lack of education, disability or age are unable to earn an income to bring them into the main stream of life in Edenton.
