The most repulsive features of the old European feudalism have thus been transplanted into our Republic. The slaveholders, accustomed to despotic power over the wretched serfs, whom they have driven, by the lash, to till their soil, have assumed a sort of baronial arrogance over all men who do not own slaves, and have claimed to be the only gentle men, and the legitimate rulers of this land. But freedom has outstripped slavery in this race. And, consequently, the slaveholders, unreconciled to the loss of supremacy, strive to destroy the temple of liberty, wish ing to raise themselves into lords and potentates, over the ruin of their country. The conflict in which our nation is now involved, is simply a desperate struggle, on the part of the slaveholders, to retain, by force of arms, that domination in the government of this Republic, which they had so long held, and which, by the natural operation of the ballot-box, they were slowly but surely losing. We have here, simply the repetition of that great conflict, which, for ages, has agitated our globe - the conflict between aristocratic usurpation and popular rights. The battle has assumed the most momentous attitude, since it arrays, on either side, all the intel lectual and material energies developed by the nineteenth century. While I was writing a History of the Intellectual Development of Europe, my attention was often drawn to facts illustrating how much the national life of the American people had been influenced by uncontrollable causes, and how strikingly it exemplified the great truth that societies advance in a preordained and inevitable course. I determined that, if circumstances should permit, I would devote myself to the study of the subject, and was confirmed in this resolution by the favor which was accorded to my work above mentioned, both here and in Europe. Meantime the civil war broke out, and added a new incentive to my intention. For I saw that both in the Northern and Southern States public men were accusing one another with bitterness, each throwing the odium of responsibility on his antagonist, as if the war had not been connected with past influences and had no past history, but was the sudden result of the passions and fanaticism of the hour. There seemed to be a forgetfulness of the fact that its origin dates before any of those who have been the chief actors in it were born. It came upon us in an unavoidable and irresistible way. Now when we appreciate how much the actions of men are controlled by the deeds of their predecessors, and are determined by climate and other natural circumstances, our animosities lose much of their asperity, and the return of kind feelings is hastened. The writer on calculus or me chamical engineering does not feel it incumbent upon him to restate and explain simple mathematical processes, like factor ing or the extraction of cube root. He takes the knowledge of these things for granted. But historians are often content to repeat over and over again the same succession of names and dates, instead of attempting to interpret their meaning to ma turing minds. This is what gives so many students the impres sion that history is a discipline of memory of past events, and the content of history a museum of wax figures in no vital rela tion to the society of today. Obviously, unless the historian can show that the men and institutions of the past have that inevitable parental relation to present social and political struc tures which the biologist, for example, traces in the develop ment of physical life, history will continue to be remote, unreal, and unrelated. As a succession of happenings the past, even the most recent past, is forever gone. It is as far beyond our reach as the moons of Jupiter. It is behind our back, too. The entire and increasing work of our life is the unceasing creation of a future with our present materials - as in the case of the traveler who lays the corduroy road ahead of him log by log. Because our present material is the heritage of the long past, that past has eternal significance in determining the direction of the road which we lay. Such IS the spirit in which this book has been written. Its subject 15 the development of the American ideal of democracy. Book excerpt: Excerpt from History of the American Civil War, Vol. 2 of 3 The events considered in this volume occurred between the accession of Mr. Lincoln and the Proclamation of Freedom to the Slaves. Chronologically they range from the 4th of March, 1861, to the 1st of January, 1863, inclusive. An examination of these events shows that they may be conveniently grouped under certain sections or heads. By that means they are more easily borne in mind, and their relation to each other more clearly understood. The secession movement exhibited the character of a conspiracy for some time after the accession of Lincoln. There may be a difference of opinion as to the exact epoch at which it lost that character, but, for reasons subsequently mentioned, I have placed the limit at the battle of Bull Run, which also coincides with the translation of the Confederate seat of power to Richmond, manifested by the assembly of a Congress in that city on July 20th, 1861. The battle of Bull Run satisfied both the national government and its antagonist that the results sought by each could not be attained by the tumultuary levies which the people, then unacquainted with war, had up to that time supposed would be sufficient. It had become plain that real armies must be called into existence. The period during which the resources on both sides were organized is closed by Lincoln's general War Order of the 27th of January, 1862, commanding an advance of the national forces. Meantime, however, certain small military affairs had been taking place. These, though they excited public attention very much at the time, exerted, in reality, little or no influence on the general result.
