In addi tion Senate Rule 40, usually more honored in the breach than in the observance, literally requires that all local bills be introduced by April lst. A new departure was made by the 196 5 Assembly in an effort to devise a more workable cut-off date for introduction of local bills. This took the form of a joint resolution prohibiting local bill introductions after May lst in either house, unless the Rules Committee certifies that there is good cause for a later introduction, Resolution 47 (hr By way of emphasis it instructs the presiding officers to have the resolution read to the House and Senate at the first session of each week until May lst. Book excerpt: Excerpt from Popular Government, Vol. 32: November 1965 The advantages of specialization were recognized by the General Assembly in an additional respect. Sec. 7a-l47 provides that, in a three-or - more judge district, if the chief judge and the Administrative Officer concur, one or more judgeships may be designated as specialized judgeships. In each case the specialty must be designated in advance and filed with the State Board of Elections. A candidate for a district judgeship desiring to specialize, for example, 'in domestic relations or traffic matters, could file for such a specialized judgeship. This provision has the advantage of permitting both the candidate and the voter to know in advance the nature of the candi date's duties. A specialized judge would, however, in the interest of efficient utilization of judicial manpower, be subject to general assignment by the chief judge, when so needed, and for this reason he would have at all times the full powers of a regular district judge. This provision for specialized judgeships cannot be utilized in any judicial district the first time judges are elected, however, as there will be no chief judge with whom the Administrative Officer can concur in designat ing a specialty. The earliest year this_ provision can be effective is The delay was deliberate, to provide ample opportunity to observe the workings of the new system, and to weigh the feasibility of voter participation in this limited type of statutory specialization. Book excerpt: Political theory consists in clarification of language and concepts, in description and analysis of institutions and behavior, and in appraisal and evaluation of political events. Hyneman's theory is not one of the behavioral or functional varieties that rely on special language and concepts drawn from other disciplines than political science. It emphasizes a central concern of both conventional and behavioral theory: the distribution of "power," or what proportion of people have influence over what aspects of government. He is also interested in how power is shared, divided, checked, and balanced.The main task of political theory, Hyneman thinks, is clarification of the values served by and sustaining American democracy. This task gives meaning and direction to analysis of the elements of democracy and to empirical research on the processes of democracy. In this sense political science is not "value-free"; it is most useful in pursuit of the implications of basic beliefs and ideals. These beliefs and ideals can be found in historical statements as well as inferred from institutions and behavior.Hyneman's emphasis on popular control, electoral politics, and equality of influence tends to challenge both of the "pluralist" and "ruling elite" schools-though it should be clear that he is not engaged in a scholastic debate. The freedom of his analysis, ranging from specific reference to the professional controversies of his day is one of its strengths and a probable source of originality. He connects it explicitly to the literature of political science at critical points, as it existed when originally published in 1968.

Somewhat more guidance was given as to the standard the Court expected to be achieved in the reapportionment of the Senate. \while no exception was taken to the mini mum controlling percentage of in the Senate, the population variance ratio of 2 26 to 1 was found to be on its face unjustifiable and the Court indicated that it expected a ratio of to 1 to be attained in the revised plan. The state constitutional provisions with re spect to Senate apportionment were not questioned, since they require the same population-based apportionment as that mandated by the fourteenth amendment.
