Book excerpt: Regulatory and legislative requirements of Federal and state pollution control acts such as Public Law 92-500, the Clean Air Act, and the Solid Waste Management Act require Army installations to constrain the effluents of their operations within prescribed limits of quality. The Pollution Abatement Management System (PAMS) will help the facility engineer, Army Major Commands (MACOMs), and headquarters environmental offices implement these requirements by providing manual and computer-assisted procedures to (1) determine the most cost-effective, site applicable, energy-conservative solutions for bringing air, water, and solid waste emissions from Army operations into compliance with Federal, state, and Army standards using existing technology and commercial developments wherever possible; (2) monitor the scheduled progress in meeting those prescribed Federal, state, and Army standards; and (3) identify priority ranking of environmental pollution problems within the Department of the Army. This report formalizes the overall concept development of PAMS and the system's developmental strategy.

Book excerpt: This report describes the overall concept definition for the Solutions Data Base component of the Water Pollution Abatement System (WPAS) of the Pollution Abatement Management System (PAMS), which is being developed for use by DA planners and Facility Engineers to help Army installations keep their effluents within prescribed limits of quality. The concept definition takes into account current and anticipated regulatory requirements. The Solutions Data Base is divided into two subcomponents: a technical reference library and a decision-making strategy aid. It will help Army planners who develop and review designs for water polllution abatement systems perform their tasks faster, less expensively, and better by giving them all necessary technical data and setting up a comprehensive technology selection procedure. The reference file will be searchable by either technology or pollutant and contain a narrative description of the characteristics of the technology or pollutants as abstracted from the literature. The decision-making strategy aid will have a logic model pattern to help the Army planner define the pollution problem, identify what is needed to control the problem, select alternative wastewater treatment systems applicable to the problem, analyze design and operating conditions for these alternatives, and calculate relative construction and O & M costs for alternatives. Book excerpt: Recent Federal legislation on water pollution, such as the Clean Water Ac t of 1977, requires Army installations to control the quality of their point-source wastewater effluents. In fact, some of the legislation stipulates mandatory penalties for noncompliance, and the EPA is enforcing such penalties. These facts, coupled with the high priority that the Department of the Army (DA) has placed on improved environmental management techniques, clearly demonstrate the need for a system to manage wastewater pollution-abatement efforts. To address these needs, U.S. Army Construction Engineering Research Laboratory (CERL) researchers are developing a Problems Data Base component of the Water Pollution Abatement Subsystem (WPAS) of the Pollution Abatement Management System (PAMS). This Problems Data Base will help the Army Facility Engineers, Major Commands, and Headquarter's Environmental Offices meet environmental requirements by supplying manual, interactive-mode, computer-assisted procedures that provide a permanent inventory of (1) all DA wastewater treatment-plant (or other point-source) self-monitoring data and (2) associated NPDES permit information. Once readily available, this information will allow systems users to compare the self-monitoring data to appropriate NPDES permits to see whether an installation complies with legislative requirements.
