Book excerpt: Shrub-steppe landscapes in the western U.S. have undergone extensive modification (e.g., ranching, farming, urbanization) and are subjected to many other ecosystem-changing forces (e.g., wild fires; invasive plants, grazing, diseases, climate change) that may influence pollinator ecology. Habitat loss and fragmentation (via fires, roads, and plant invasions) influence foraging success and population dynamics of many species of bees and other pollinators in regions of Palouse Prairie and shrub-steppe. We explored key environmental and land management policies and practices occurring on both public and private lands in south-eastern Washington with the goal of improving restoration strategies for pollinator habitats. We evaluated how the U.S. Department of Energy's Hanford Site is currently implementing new Federal pollinator protection requirements in shrub-steppe landscapes. This policy and management analysis identified significant limitations in pollinator census and insect conservation and produced recommendations to resolve key issues and improve future pollinator conservation efforts. We also evaluated management practices on viticultural landscapes in the region as viticulture is a primary and growing agricultural land uses on private lands. Land conversion to vineyards adversely impacts pollinators by directly reducing native shrub-steppe, increasing habitat fragmentation, and by using pesticides harmful to pollinators. A case study of vineyards, including a comparison with viticultural practices in southern France, produced management recommendations to improve pollinator habitat in vineyards. Developing pollinator habitat in roadsides and infrastructure corridors, especially with milkweed species for Monarch butterflies ( Danaus plexippus) is often recommended to reduce fragmentation of pollinator habitats while also increasing butterfly habitat. We studied use of 40 patches of showy milkweed (Asclepias speciosa) by Monarch butterflies in Palouse Prairie in 2016--17 and modeled ecological factors associated with caterpillar herbivory. These statistical models reveal ecological factors that may assist restoration strategies for milkweed, however, sporadic breeding events and seemingly degraded milkweed habitats in agricultural field borders and road ditches, suggest that Palouse Prairie may not be prime habitat for Monarch butterflies in the western U.S. We demonstrate that machine-learning statistical techniques have great utility to help explore and understand spatial and landscape ecology of pollinators and assist land managers interested in restoration ecology and conservation planning for pollinators.

This book also provides guidance and recommendations for creating and maintaining quality habitats for pollinators in new construction, building renovations, landscaping improvements, and in facility leasing agreements at Federal facilities and on Federal lands.

Book excerpt: "Ecological restoration is often focused on re-establishing native plant communities, without considering the larger ecological community, specifically pollinators, despite their being critical to native forb reproduction. Further, ecological restoration has the potential to mitigate global pollinator declines by rebuilding native ecosystems, providing pollinators with floral resources and nesting habitat. This is especially true for prairie restoration, which struggles to establish diverse, abundant native forb communities. The USDA Conservation Reserve Program State Acres for Wildlife Enhancement (CRP SAFE) Palouse Prairie Project provides funding to convert agricultural fields into native Palouse Prairie habitat for the benefit of wildlife. Due to financial and logistical constraints, most CRP SAFE sites use a low-diversity seed mix with a high grass:forb ratio. This often results in sites with low native plant diversity and few forbs, likely to the detriment of pollinators. One way to measure the effects of prairie restoration on pollinators is to measure plant-pollinator interaction networks. The goal of my project was to determine the effect of CRP SAFE Palouse Prairie reconstruction on plant pollinator communities using plant-pollinator interaction networks in addition to more commonly used measures, like plant and pollinator species richness and composition. In Chapter 1, I focused on the community level, and determined whether Palouse Prairie CRP sites are re-establishing forb communities, pollinator communities, and the interactions between these two communities using plant-pollinator networks. In Chapter 2, focused on the species level, I assessed whether Palouse Prairie restoration is re-establishing forb and pollinator species roles and contrasted the species filling functionally important roles in remnant and CRP SAFE sites. Overall, I found CRP SAFE sites have not yet re-established forb and pollinator community composition and diversity, or species filling functionally important roles to network structure. However, even though pollinator and forb communities were not the same, structural characteristics of plant-pollinator networks and the roles species played in networks were not found to be different between remnant and reconstructed sites"--Page iii.

The extent of forests and other natural habitats in a landscape plays a role in determining the species composition of pollinators. Agricultural landscapes adjoining fragmented forests and natural areas benefit from pollinator services, and animal-pollinated crops therefore achieve higher fruit set. Forest management practices can have significant effects on pollinator abundance and diversity. They affect forest variables such as structure, species composition, soil dynamics, hydrology and light availability, all of which can affect pollinator species composition and diversity and plant–pollinator networks. Indigenous and local knowledge can contribute to the conservation of pollinators through traditional management practices. This working paper, which is aimed at forest practitioners, landscape planners and land-use decision-makers, reviews published literature on the impacts of forest and landscape management practices on pollinators. It also addresses the implications of climate change, collates 36 case studies, and makes recommendation on measures for maintaining pollinator diversity and abundance in forests and landscapes

For most managed and wild pollinator species, however, population trends have not been assessed because populations have not been monitored over time. In addition, for wild species with demonstrated declines, it is often difficult to determine the causes or consequences of their decline. This report outlines priorities for research and monitoring that are needed to improve information on the status of pollinators and establishes a framework for conservation and restoration of pollinator species and communities.

This special focus on partnerships was reiterated in the Federal Pollinator Strategy commitment to prepare a Partnership Action Plan to amplify the many Federal actions advanced under the Presidential Memorandum through complementary state and private-sector actions. Only through such coordinated national efforts can we expeditiously expand pollinator-health initiatives to achieve the scale necessary to make meaningful and long-term improvements.
