Book excerpt: Le processus d'intégration européenne a été interconnecté avec science et technologie seulement apparemment au cours de la dernière décennie. Au contraire, dès les années 1950 les États membres de la CEE et ses potentiels candidats ont été engagés dans différents projets et tentatives de coopération dans les secteurs de la science et la technologie. Les gouvernements nationaux non seulement choisirent la voie intergouvernementale, mais ils essayèrent de profiter du cadre communautaire. Ces tentatives ont produit d'autres projets débattus au niveau de la CEE sur la standardisation de l'automobile ou sur l'énergie nucléaire et les solutions à crise pétrolière, la coopération européenne a été expérimentée avec succès dans d'autres secteurs mais non seulement dans le « berceau » communautaire, tels que l'aéronautique ou les réseaux électriques. Ces expériences et débats sur la construction européenne techno-scientifique ont été confrontés à la compétition transatlantique, et même à celle intra-européenne. En tous cas, comme les plus récents développements semblent prouver, l'Union européenne est destinée à jouer un rôle d'innovateur technologique. Grâce à une approche historique transnationale et interdisciplinaire, serions-nous capables de suggérer quel rôle, et selon quelles trajectoires ? Ostensibly the European integration process has been interconnected with science and technology only in the last decade. On the other hand, since the 1950s EEC member states and would-be members have been engaged in several projects and attempts to cooperate in science and technology. National governments not only chose the intergovernmental way, but also they tried to take advantage of the communitarian framework. These attempts produced some successes inside the EEC including the European Commission's framework programme. Appart from some projects discussed at EEC level on automobile standardisation, nuclear energy and supplies during oil crisis, European cooperation in aircraft or electric power was successfully experimented but outside the communitarian networks. These experiences and debates on a European techno-scientific construction encountered competition from across the Atlantic as well as within Europe. As the most recent developments seem to prove, the European Union has to play a role of technological innovator. Thanks to a transnational and interdisciplinary historical approach, are we able to suggest which role, and by which trends?

Une première approche pourrait conduire à reprendre les résultats d'études empiriques influencées par l'économie industrielle d'inspiration néoclassique et à conduire une analyse de l'industrie à partir du jeu des forces du marché. Mais cette industrie présente une histoire tumultueuse liée à un rythme élévé d'innovations technologiques. Or, l'approche néoclassique, statique, en termes d'allocations de ressources, peine à rendre compte des effets de l'innovation technologique et de la dynamique qu'elle suscite. C'est pourquoi, l'industrie informatique est abordée ici, à travers la méthodologie proposée par la dynamique industrielle, mettant l'innovation technologique au centre des processus moteurs de l'évolution, en particulier de l'évolution repérée des structures de marché. L'analyse des innovations concernant les deux éléments clés de l'ordinateur, le processeur et le système d'exploitation, permet d'expliquer les mouvements importants qui affectent l'industrie depuis plusieurs décennies et dont les effets vont se faire sentir dans les années qui viennent. L'industrie est présentée à partir des spécificités que constituent une technique, des fonctions productives et un stock de capital productif, et dont les caractéristiques conduisent le rythme et la diffusion du progrès technique. Elle est décrite enfin, plus précisement, à partir de deux éléments spécifiques et qui la caractérisent également, en l'occurence un mode d'innovation technology push et une structure de marché oligopolistique.

Book excerpt: In Economics, networks are increasingly used to describe the many links created between independent companies, as well as between them and other institutions (universities, banks, venture capital, etc.). In the current global and knowledge-based economy, they can be characterised as knowledge factories and knowledge boosters. They feed the internal processes of innovation (collaborative innovation) or the external processes of innovation, created by the propagation effects that come from inter-firm collaboration. The book explains how innovation networks are at the origin of the production of new knowledge that will be transformed and used in common as well as in separated production processes. This characteristic of networks as knowledge factories gives incentives to further investment in the production of knowledge and ensures the cumulativeness of the innovation process. Some of the authors clearly take a territorial point of view and study how clusters (in different parts of the world: Europe, Eastern Asia and North America) propelled by the quality of the innovation networks they enclose, can be characterised as knowledge pools into which the local actors will be able to draw to reinforce their individual and collective competitiveness. This book also includes analyses of the quality of the networks built within clusters, which may help their identification.

However, the growing interest in recent years in the new science of industrial ecology (IE), and the idea that industrial systems should mimic the quasi-cyclical functions of natural ecosystems in an 'industrial food chain', holds promise in addressing not only short-term environmental problems but also the long-term holistic evolution of industrial systems. This possibility requires a number of key conditions to be met, not least the restructuring of our manufacturing and consumer society to reduce the effects of material and energy flows at the very point in history when globalisation is rapidly increasing them. This book sets out to address the theoretical considerations that should be made implicit in future research as well as practical implementation options for industry. The systematic recovery of industrial wastes, the minimisation of losses caused by dispersion, the dematerialisation of the economy, the requirement to decrease our reliance on fuels derived from hydrocarbons and the need for management systems that help foster inter-industry collaboration and networks are among the topics covered. The book is split into four sections. First, the various definitions of IE are outlined. Here, important distinctions are made between industrial metabolism and IE. Second, a number of different industrial sectors, including glass, petroleum and electric power, are assessed with regard to the operationalisation of industrial ecology. Eco-industrial Parks and Networks are also analysed. Third, the options for overcoming obstacles that stand in the way of the closing of cycles such as the separation and screening of materials are considered and, finally, a number of implications for the future are assessed.
