The geography and the history of Mediterranean Europe are very different from those of the other European regions, but their role in the relationships with the other shores of the Mediterranean can be of great assistance to Europe as a whole. All the countries bordering the sea that witnessed the birth of some of the major civilisations of the world share a long tradition of economic and cultural relations. In the past numerous diasporas knit the harbour cities together, transmitting the ideas of the Enlightenment; today an uninterrupted flow of raw materials traverses the Mediterranean, together with people, ideas and technology. The European Union is called upon to develop a major Mediterranean policy, both through the accession of new countries, and by means of a policy of neighbourhood or of privileged associations. The principal tool should be a cultural policy that serves as a bridge between east and west, north and south. A common policy to spread the values contained in the project of the European constitution. In its motto «United in diversity», the Union recognises diversity as its most valuable asset. The countries of Mediterranean Europe, with their experience and their knowledge, can make a precious contribution to this policy. This book, the fruit of international co-operation among 20 researchers, offers a contribution to the study of Mediterranean Europe not only in the historic, economic, demographic and politological ambit, but also in the sphere of international relations and cultural policy.

The Arab world however, particularly North Africa, seems to be an exception to this trend, as Arab states continue to promote highly unitary and homogenizing ideas of nationhood and state unity, whilst discouraging, or even forbidding, minority political mobilization. The central theoretical premise of this book is that North Africa is a multicultural region, where culture is inherently linked to politics, religion, gender, and society, and a place where democracy is gradually taking root despite many political and economic hurdles. Addressing the lacuna in literature on this issue, this book opens new avenues of thought and research on diversity, linking policy based on cultural difference to democratic culture and to social justice. The invention of writing, independently at various places and times in history, always stood at the cradle of powerful civilizations. It is impossible to imagine modern life without writing. As individuals and social groups we hold high expectations of its potential for societal and personal development. Globally, huge resources have been and are being invested in promoting literacy worldwide. So what could possibly be tyrannical about writing? The title is inspired by Ferdinand de Saussure's argument against writing as an object of linguistic research and what he called la tyrannie de la lettre. His critique denounced writing as an imperfect, distorted image of speech that obscures our view of language and its structure. The chapters of the book, written by experts in language and literacy studies, go beyond this and explore tyrannical aspects of writing in society through history and around the world: from Medieval Novgorod, the European Renaissance and 19th-century France and Germany over colonial Sudan to postcolonial Sri Lanka and Senegal and present-day Hong Kong and Central China to the Netherlands and Spain. The metaphor of 'tyranny of writing' serves as a heuristic for exploring ideologies of language and literacy in culture and society and tensions and contradictions between the written and the spoken word.
