Book excerpt: This book presents a topical, holistic assessment of the European Union’s democracy promotion in South-East Europe, Eastern Europe, and Central Asia, analyzed through the prism of the Normative Power Europe (NPE) framework of transnational policy formation. To do so, it brings together three scholarly domains that traditionally stand apart and are discussed separately. The first addresses the notion of the European Union conducting a normatively-driven foreign policy both near and far abroad. The second is concerned with the legitimacy, operationality, and effectiveness of promoting democracy in third-world countries. The third addresses the quality of the relationship the European Union has been able to establish with some vital – yet often troubled – countries in South-East Europe, Eastern Europe, and Central Asia. Finally, based on the empirical findings presented in each chapter, this volume concludes by rethinking the concept and relevance of NPE to the field’s understanding of the EU’s foreign policy making. This edited volume offers the reader both a theoretically and empirically rich analysis of the European Union’s efforts to promote democracy abroad. As such is scholars and students of EU studies, particularly EU foreign policy, as well as policy makers at EU and national level and civil society representatives responsible for designing/implementing democracy promoting projects on the ground.

Its regulatory powers are immense but its redistributive functions are negligible; its decisions penetrate all aspects of economic and social life, yet Brussels has no local administration or tribunals, no controllers capable of guaranteeing the correct and faithful implementation of the regulations or objectives which frame European policies. Adjusting to Europe explores the means through which this paradox is confronted. It examines the nature and modalities of policy-making at Community level and discusses the implications of the specific nature of European institiutions for bargaining group mobilization and policy style. It then studies how the three major nation states have adjusted their policy processes and institutions to the European challenges. Ordinary citizens from very different social backgrounds and professions were asked a range of open-ended questions, allowing them to express themselves freely. There have been few qualitative surveys on ordinary citizens views of European integration, and none on this scale. The resulting picture is very different from the self-evident assumptions of many current studies on European opinions. The book stresses the great diversity, ambiguity, and complexity of European attitudes. It emphasises the causal impact of formal education, political interest and involvement, individual everyday exposures to ‘European’ realities, and the role of collective national experiences of European integration and national history. This book: is the first qualitative survey among ordinary from all social strata across Europe that explores perceptions and judgments on ‘Europe’ and the EU; explains the underlying logic of why Europe and European integration are such a far reality to most citizens; explores how most citizens are poorly - but unequally - informed about and interested in European subjects; investigates how citizens are able to express perceptions of ‘Europe’ by using a series of analogies and comparisons often linked to their daily experiences; identifies the complex range of issues that influence our perceptions, and the irresolute, fragmentary, mixed, and sometimes contradictory nature of these opinions.
