C’est cette action concrète auprès des populations, notamment à partir des dispositifs de la politique de la ville, engageant des services publics et des associations, des professionnels et des bénévoles, qui est mise en question ici. Les interventions opérées par des acteurs du secteur culturel, du logement social ou du travail social sont analysées sur un double registre : celui de la conception, alors que chacun est incité à travailler en relation avec les autres intervenants qui agissent dans d’autres domaines que le sien, mais dans les mêmes lieux, ou auprès des mêmes populations ; celui de l’assurance ou de l’autorité suffisante pour agir, notamment avec des publics considérés difficiles, lorsqu’il faut expérimenter et donc faire avec une part plus ou moins grande d’incertitude. L’action publique est ainsi mise en question par l’analyse des interventions, des ajustements organisationnels qui les accompagnent et des ressources propres aux intervenants. L’action garde l’empreinte des procédures à partir desquelles elle naît, mais l’engagement personnel et les capacités de chacun à recycler des expériences ou des familiarités en compétences prennent une plus grande place. Chacun se voit plus ou moins contraint de puiser dans ses ressources personnelles pour agir et pour certains, la connaissance familière des populations ou du quartier deviennent des atouts. Pour d’autres, c’est leur sens stratégique notamment pour gérer la relation avec les plus jeunes qui se révèle être une ressource indispensable.

Telles sont les questions au cœur de cet ouvrage. The importance of the human, economic and social issues caused by the question of generations’ solidarities led the International Society of Family Law to choose this theme for its XVIth World Congress (Lyon, July 19-23rd 2011). More than 200 speakers from 50 countries studied these questions from the legal angle, but also philosophic, economic and anthropological. This work collects a part of these papers about two great issues: the child, as the center of family solidarities; and the support for elders by family. Phenomena such as increasing life expectancy, population urbanization, labor-market entry barriers, decline of traditional family patterns, mark in depth our contemporary world and involve old solidarity disappearance and new solidarity emergence, reshaping relations between generations while bringing up the problem of the fate of the most vulnerable: children, the sick, disabled, and especially elderly people. – What then is the role of families and communities in protecting these people? – What is the relationship between public and private solidarity? – What are the rights and freedoms of people placed by age, illness or disability in a dependence situation? These are the issues addressed by the authors of this book.
