Book excerpt: China's rise to global power status in recent decades has been accompanied by deepening economic relationships with Africa, with the New Silk Road's extension to Sub-Saharan Africa as the latest step, leading to much academic debate about the influence of Chinese business in the continent. However, China's engagement with African states at the political and diplomatic level has received less attention in the literature. This book investigates the impact of Chinese policies on African politics, asking how China deals with political instability in Africa and in turn how Africans perceive China to be helping or hindering political stability. While China officially operates with a foreign policy strategy which conceives of Africa as one integrated monolithic area (with the Forum on China-Africa Cooperation (FOCAC) the flagship of inter-continental cooperation), this book highlights the plurality of context-specific interaction patterns between China and African elites, demonstrating how China's role and relevance has differently evolved according to whether African countries are resource-rich and geostrategically important from the Chinese perspective or not. By looking comparatively at a range of different country cases, the book aims to promote a more thorough understanding of how China reacts to political stability and instability, and in which ways the country contributes to domestic political dynamics and stability within African states. It also situates conflicts that have been haunting the African continent since the time of decolonization within the various theoretical schools such as "new war," "economic war," "neo-patrimonial," and "globalization." It begins with the premise that conflict constitutes one of the major impediments to Africa's socio-economic development and has made the continent's future looks relatively bleak. At the dawn of the twenty-first century, the international community has, once again, treated Africa as a hopeless continent. This is due, in part, to a number of political, military, and socio-economic problems, which have made the continent miss the path towards sustainable development. From the period of political independence in the 1960s to the immediate post-Cold War period, the African political landscape was dotted with many conflicts of different natures and intensity (low-intensity conflicts, civil wars, mass killings, and large-scale political violence). During the first four decades of political independence, there were about 80 forceful changes of government in Sub-Saharan Africa, while a large number of countries in that region witnessed various forms of conflicts. This collection assembles the work of distinguished African scholars who offer valuable new insights into the problem of political instability.

She focuses on the quarter century following the Cold War (1991–2017), when neighboring states and subregional, regional, and global organizations and networks joined extracontinental powers in support of diverse forces in the war-making and peace-building processes. During this period, two rationales were used to justify intervention: a response to instability, with the corollary of responsibility to protect, and the war on terror. Often overlooked in discussions of poverty and violence in Africa is the fact that many of the challenges facing the continent today are rooted in colonial political and economic practices, in Cold War alliances, and in attempts by outsiders to influence African political and economic systems during the decolonization and postindependence periods. Although conflicts in Africa emerged from local issues, external political and military interventions altered their dynamics and rendered them more lethal. Foreign Intervention in Africa after the Cold War counters oversimplification and distortions and offers a new continentwide perspective, illuminated by trenchant case studies.

The work argues that, by conflating personalistic regime survival with national security, Putin ensures that contemporary Russian national interest, as expressed through strategic behavior, is the synthesis of a peculiar troika: a long-standing imperial strategic culture, rooted in a partially imagined past; the operational code of a counter-intelligence president and decision-making elite; and the realities of Russia as a hybrid state. The book first examines the role of structure and agency in shaping contemporary Russian strategic behavior. It then provides a conceptual understanding of strategic culture, and applies this to Tsarist and Soviet historical developments. The book’s analysis of the operational code, however, demonstrates that Putinism is more than the sum of the past. At the end, the book assesses Putin’s statecraft and stress-tests our assumptions about the exercise of contemporary power in Russia and the structure of Putin’s agency.
