This is the message we receive from daily news headlines about violence, sexual abuse, exploitation, and neglect of children, and from a proliferation of books in recent years representing the domain of contemporary childhood as threatened, invaded, polluted, and "stolen" by adults. Through a series of essays that explore the global dimensions of children at risk, an international group of researchers and policymakers discuss the notion of children's rights, and in particular the claim that every child has a right to a cultural identity. Explorations of children's situations in Japan, Korea, Singapore, South Africa, England, Norway, the United States, Brazil, and Germany reveal how children's everyday lives and futures are often the stakes in contemporary battles that adults wage over definitions of cultural identity and state cultural policies. Throughout this volume, the authors address the complex and often ambiguous implications of the concept of rights. For example, it may be used to defend indigenous children from radically assimilationist or even genocidal state policies; but it may also be used to legitimate racist institutions. A substantive introduction by the editor examines global political economic frameworks for the cultural debates affecting children and traces intriguing, sometimes surprising, threads throughout the papers. It engages the cultural politics of childhood – a politics of equality, identity and representation – as a methodological and theoretical orientation to rethink the relationships between education, development, and poverty in children’s lives. This book brings multiple disciplinary perspectives, including cultural studies, sociology, and film studies, into conversation with development studies and development education in order to provide new ways of approaching and conceptualising the ‘poor child’. The researchers draw on a range of methodological frames – such as poststructuralist discourse analysis, arts based research, ethnographic studies and textual analysis – to unpack the hidden assumptions about children within development discourses. Yet how has this association come to be so strong, and why does it have so much explanatory, rhetorical and political force? The premise for this book is that the relationship between drugs and childhood merits more exploration beyond simply pointing out that children and drugs are both ‘things we tend to get worried about’. It asks what is at stake when legislators, lobbyists and decision-makers revert to claims about children in order to sustain a given legal or policy position. Beginning with a genealogy of the relationship between the discursive artefacts of ‘drugs’ and ‘childhood’, the book draws on Foucauldian methodologies to explore how childhood functions as a device in the biopolitical management of drug use(rs) and supply. In addition to analysing decriminalisation initiatives and sentencing measures, it (unusually) reaches beyond the criminal context to consider the significance of the ‘politics of childhood’ for law- and policymaking in the fields of family justice and education. It concludes by arguing that the currency of childhood and ‘youth’ is not reducible to rhetoric; it shapes the discursive entities of drugs and addiction and is one of the ways in which particular substances become socially, culturally and politically intelligible. At the same time, ‘drugs’ serve as a technology of child normalisation. The book will be essential reading for policymakers as well as researchers and students working in the areas of Criminal Justice, Law, Psychology and Sociology.

Adopting the view that the debate about the sexualization of childhood is socially constructed, it pushes beyond the dominant preconceptions about ‘the risks of childhood’. Moral judgements about children’s welfare are perhaps nowhere more transient and controversial than when it comes to children’s sexuality, something that has deep historical roots. However, and contrary to recurrent fears and moral panics about the loss of childhood as a result of a tidal wave of a sexualizing culture, this book theorizes the notion of children’s sexualization within the social construction of myths of childhood innocence while also taking into account the extent of young people’s actual engagement with media and technology in contemporary Western societies. It is within such a contextual framework that this book unfolds, bringing together a historical contextualization of childhood, sexuality and pornography with contemporary empirical accounts regarding the ‘presentation of the self’ and self-management.
