Although seemingly straightforward in its telling of events from the opening of the Parliament in alte 1908 to the re-capture of constitutional government in early 1913, this book is built upon a premise that is fundamentally different from previous studies. Whereas previous studies deal with the period as if conditions were normalised immediately after the Revolution of 1908, this book takes the view that the period under scrutiny is a relentless struggle over the political future of Turkey. The Revolution of 1908 was no mere "restoration" of the Constitution of 1876. It tried to bring about a fundamental change in the political structure of Turkey. In more senses than one, the Revolution brought about the end of the Ottoman Empire. If the Ottoman Empire stood for everything that reminded one of absolutism and the practices associated with it, "Young Turkey" represented a radical break with that past. A modern, centralised state actively engaged in both promoting capitalist relations of production in the economy, and upholding a parliamentary form of government in politics replaced the absolutist state symbolised in the autocratic personality of Abdülhamid II. The political history of the period from late 1908 to early 1913 reflects the constant struggle between the proponents of the new regime working through, and depending upon, the newly created parliament, and the monarchist forces who aimed at restoring the ancien régime at all costs. One cannot but observe that this is no ordinary parliamentary struggle of two opposing political groups to capture political power through mutually agreed upon principles of liberal democratic politics. Although a superficial look at parliamentary debates and press reports might give that impression, a closer scrutiny of the content of those debates and the reason for, as well as the nature of, the arguments and disagreements show it with absolute clarity that here was a case of a continuous struggle between the old, absolutist mentality and the new, liberal worldview.

Shattered Dreams of Revolution considers this revolutionary event to tell the stories of three important groups: Arabs, Armenians, and Jews. The revolution raised these groups' expectations for new opportunities of inclusion and citizenship. But as post-revolutionary festivities ended, these euphoric feelings soon turned to pessimism and a dramatic rise in ethnic tensions. The undoing of the revolutionary dreams could be found in the very foundations of the revolution itself. Inherent ambiguities and contradictions in the revolution's goals and the reluctance of both the authors of the revolution and the empire's ethnic groups to come to a compromise regarding the new political framework of the empire ultimately proved untenable. The revolutionaries had never been wholeheartedly committed to constitutionalism, thus constitutionalism failed to create a new understanding of Ottoman citizenship, grant equal rights to all citizens, and bring them under one roof in a legislative assembly. Today as the Middle East experiences another set of revolutions, these early lessons of the Ottoman Empire, of unfulfilled expectations and ensuing discontent, still provide important insights into the contradictions of hope and disillusion seemingly inherent in revolution.

Kaligian integrates internal documents of the Armenian Revolutionary Federation, and existing research on the last years of the empire, as well as the archives of the British, American, and German diplomatic corps. By reducing the overemphasis on central government policies and by describing unofficial contacts, political relations, and provincial administration and conditions, Kaligian provides a unified account of this key period in Ottoman history. Kaligian sets out to resolve many of the conflicting conclusions in the current historiography-including the most central issue, the Armenian Revolutionary Federation relations with the Turkish Committee of Union and Progress. It is impossible to obtain a true picture of Armeno-Turkish relations without an accurate analysis of their two leading parties. This study finds that the ARF was torn between maintaining relations with a CUP that had failed to implement promised reforms and was doing little to prevent increasing attacks on the Armenian population, or break off relations thus ending any realistic chance for the constitutional system to succeed. The party continued to stake its reputation and resources on the success of constitutional government even after the trauma of the 1909 Adana massacres. The decisive issue was the failure of land reform. This book sets the record straight in terms of understanding Armeno-Turkish relations during this short but pivotal period. Kaligian's study, the first of its kind, shows that the party's internal deliberations support the conclusion that it did remain loyal and contradicts the view that the party's only aim was to incite a rebellion against Ottoman rule. The author has done an excellent job of leading the reader through this rich history, using primary source information to bridge the gaps from theory, to analysis, to evidence.

As mounting threats to imperial survival necessitated dynamic responses, ethnolinguistic and religious identities inspired alternative strategies for engaging with modernity. A radical, secularizing current of change competed with a conservative, Islamically committed current. Crises sharpened the differentiation of the two streams, forcing choices between them. The radical current began with the formation of reformist governmental elites and expanded with the advent of 'print capitalism', symbolized by the privately owned, Ottoman-language newspapers. The radicals engineered the 1908 Young Turk revolution, ruled empire and republic until 1950, made secularism a lasting 'belief system', and still retain powerful positions. The conservative current gained impetus from three history-making Islamic renewal movements, those of Mevlana Halid, Said Nursi, and Fethullah Gulen. Powerful under the empire, Islamic conservatives did not regain control of government until the 1980s. By then they, too, had their own influential media. Findley's reassessment of political, economic, social and cultural history reveals the dialectical interaction between radical and conservative currents of change, which alternately clashed and converged to shape late Ottoman and republican Turkish history.

Book excerpt: "The Crescent and the Eagle" examines the awakening of Albanian national identity from the end of the 19th century to the outbreak of the First World War - a period of intense nationalism in the Balkans - from an Ottoman perspective. Drawing on Ottoman and European archival material, the book undermines the customary negative stereotypes of Ottoman rule, offering a more nuanced interpretation. Gawrych provides a critical but objective examination of the evolution of government policies toward Albanians, from attempts to mould them into an "iron barrier" to the establishment of a uniform system of administration. He argues that this was a result of a complicated set of conflicting allegiances and identities, rather than a simply adversarial struggle between government imposition of policy and Albanian resistance. The author also analyses the general problems of endemic violence and misadministration at the provincial level, and examines Albanian efforts to gain nationality rights and maintain local privileges and tribal autonomy. Weaving his analysis of these events into a chronological framework, he concludes that Albanian independence resulted from a confluence of foreign and domestic developments rather than from the design and will of the Albanians themselves. This stimulating study offers many fresh insights into the dynamics of power within the Ottoman Empire and contributes a new perspective to the study of the development of Albanian nationalism.
