Book excerpt: In the late eighteenth century two expansive Eurasian empires met formally for the first time--the Manchu or Qing dynasty of China and the maritime empire of Great Britain. The occasion was the mission of Lord Macartney, sent by the British crown and sponsored by the East India Company, to the court of the Qianlong emperor. Cherishing Men from Afar looks at the initial confrontation between these two empires from a historical perspective informed by the insights of contemporary postcolonial criticism and cultural studies. The history of this encounter, like that of most colonial and imperial encounters, has traditionally been told from the Europeans' point of view. In this book, James L. Hevia consults Chinese sources--many previously untranslated--for a broader sense of what Qing court officials understood; and considers these documents in light of a sophisticated anthropological understanding of Qing ritual processes and expectations. He also reexamines the more familiar British accounts in the context of recent critiques of orientalism and work on the development of the bourgeois subject. Hevia's reading of these sources reveals the logics of two discrete imperial formations, not so much impaired by the cultural misunderstandings that have historically been attributed to their meeting, but animated by differing ideas about constructing relations of sovereignty and power. His examination of Chinese and English-language scholarly treatments of this event, both historical and contemporary, sheds new light on the place of the Macartney mission in the dynamics of colonial and imperial encounters.

With its two main players, the radical right Jobbik and populist right Fidesz, it is at the same time an Eastern European, European, and global phenomenon. Jobbik and Fidesz, political parties with a populist, nativist, authoritarian approach, Eastern and pro-Russian orientation, and strong anti-Western stance, are on the one hand products of the problematic transformation period that is typical for post-communist countries. But they are products of a "populist zeitgeist" in the West as well, with declining trust in representative democratic and supranational institutions, politicians, experts, and the mainstream media. The rise of politicians such as Nigel Farage in the U.K., Marine Le Pen in France, Norbert Hofer in Austria, and, most notably, Donald Trump in the U.S. are clear indications of this trend. In this book, the story of Jobbik (and Fidesz), contemporary players of the Hungarian radical right scene, are not treated as separate case studies, but as representatives of broader international political trends. Far-right parties such as Jobbik (and increasingly Fidesz) are not pathologic and extraordinary, but exaggerated, seemingly pathological manifestations of normal, mainstream politics. The radical right is not the opposite and denial of the mainstream, but the sharp caricature of the changing national, and often international mainstream.

More often, “far right” is pejorative, used by liberals to tar these groups with the taint of Fascism, Nazism, and other discredited ideologies. Jean-Yves Camus and Nicolas Lebourg’s critical look at the far right throughout Europe—from the United Kingdom to France, Germany, Poland, Italy, and elsewhere—reveals a prehistory and politics more complex than the stereotypes suggest and warns of the challenges these movements pose to the EU’s liberal-democratic order. The European far right represents a confluence of many ideologies: nationalism, socialism, anti-Semitism, authoritarianism. In the first half of the twentieth century, the radical far right achieved its apotheosis in the regimes of Fascist Italy and Nazi Germany. But these movements have evolved significantly since 1945, as Far-Right Politics in Europe makes clear. The 1980s marked a turning point in political fortunes, as national-populist parties began winning seats in European parliaments. Since the terrorist attacks of 9/11 in the United States, a new wave has unfurled, one that is explicitly anti-immigrant and Islamophobic in outlook. Though Europe’s far-right parties differ in important respects, they are motivated by a common sense of mission: to save their homelands from what they view as the corrosive effects of multiculturalism and globalization by creating a closed-off, ethnically homogeneous society. Members of these movements are increasingly determined to gain power through legitimate electoral means. In democracies across Europe, they are succeeding.
