It recommends opening up the European Security and Defence Policy to Mediterranean participation, in order to establish a deep and equitable security partnership between both shores. The book argues that this way the EU could implement its innovative comprehensive and co-operative approach to security. Rather than focusing on the military aspect alone, this approach takes into account all dimensions of security (political, socio-economic, cultural and ecological) and is based on partnership rather than confrontation. It therefore contrasts quite sharply with the policies advocated in the US National Security Strategy.

Twenty years on from the creation of the Euro-Mediterranean Partnership (now the Union for the Mediterranean), this book collects some of the most influential articles published in the Mediterranean Politics journal since 1995 – and suggests what these articles tell us about the state of relations between Europe and the Middle East. The selection of articles gives a sense of the way in which analytical debate has changed in the journal’s lifetime, a lifetime which has seen the journal at the forefront of academic study on a variety of issues in the Mediterranean region. Book excerpt: By examining a range of policy areas, this book aims to assess and qualify the claim that EU policies towards the Arab Mediterranean after the uprisings are predominantly marked by continuity with the past. This is attributed to the fact that the EU still acts with the aim of maximising its own security by preserving stability in the region. The book explores how security, stability and the link between them – the security-stability nexus – are better understood as the master frame shaping the EU’s approach towards the Southern Mediterranean and how this affects policy enactment. The book shows that the security-stability nexus has at least been reframed in the wake of the uprisings, but also that more change has occurred in the redefinition of the master frame than in its actual enactment. The framing and reframing of the security-stability nexus, before and after the Arab uprisings, depends on the policy area under consideration, the variety of actors involved, and the forms of their involvement. This is also crucially because of the different disposition towards the EU of prominent actors in Arab Mediterranean partner countries, which points towards the EU’s increasing difficulties to achieve its goals in its near abroad. This book was originally published as a special issue of Mediterranean Politics.

This text is divided into three parts; the first of which discusses the effects of the southern enlargement of the European Community on the Mediterranean Basin, with particular reference to Turkey, Morocco, and Tunisia. The second part explores some key issues in the political economy of the area and shows how most Mediterranean countries are becoming increasingly locked into the Western European political economy in three areas: agriculture, labor market, and energy source (oil and gas). The third part is concerned with the involvement of the superpowers in the Mediterranean, considering the developments in the East-West naval competition in the region and how they relate to the countries of the area. The disputes between Greece and Turkey in relation to the United States are also highlighted. Each of these three parts is made up of two or three case studies that illustrate the three different kinds of Europeanization process in the Mediterranean Basin. This book will be of interest to political economists, political scientists, and policymakers in the field of international relations.
