In contrast to previous explanations that have found the origins of machine politics in immigrant culture and ethnic conflict, Professor Bridges shows that central elements of the system long predated a significant immigrant presence. Her analysis focuses on two large-scale transformations in the American political economy that occurred during these years: industrialization, which reorganized the social order and provoked conflict and change; and the extension of the franchise through the abolition of property barriers, which necessitated the incorporation of 'the many' into political life. It was this unique combination of circumstances, the author argues, that provided the context for the development of machine politics.

While such countries as Brazil and Mexico have achieved industrialization through strategies intended to foster self-reliance, the East Asian NICs--South Korea, Taiwan, Hong Kong, and Singapore--have grown rapidly through an aggressive policy promoting the export of manufactured goods. Stephan Haggard provides the first comprehensive comparison of the politics of industrialization in these East Asian and Latin American countries and offers new evidence on current issues in comparative political economy, including the implications of different growth paths for dependency, equity, and democracy. Recognizing the influence on development strategies of external shocks--such as depression, war, and reduced access to foreign capital--Haggard emphasizes the importance of domestic political institutions for economic decision-making. The East Asian NICs are characterized by close but regulated business-government alliances, weak labor movements, and politically insulated and administratively capable states: factors, Haggard shows, that have facilitated flexible and coherent industrial policies. He argues that "domestic" policy choices can shape the external constraints states face. The author considers in detail why Latin America's long-standing efforts to achieve self-reliance have ironically resulted in a dependence on international capital greater than that of the East Asian countries. Addressing a long-standing debate on the relationship between industrialization strategy and regime type, Haggard carefully assesses the connection between growth and democratic politics. Despite their authoritarian growth models the Asian NICs have, he observes, achieved greater equity than their Latin American counterparts. Although the "success" of export-led growth has in the past been associated with authoritarian rule, Haggard argues that no compelling theoretical reasons preclude democratic governments from achieving strong economic performance. These two notions place urban re-industrialisation within the context of the current neoliberal economic regime and urban development based on property and land speculation. Could urban re-industrialisation be a more radical idea? Could urban re-industrialization be imagined as a progressive socio-political and economic project, aimed at creating an inclusive and democratic society based on cooperation and a symbiosis that goes way beyond the current model of a neoliberal city?In January 2012, against the backdrop of the 2008 financial crisis, Krzysztof Nawratek published a text in opposition to the fantasy of a 'cappuccino city, ' arguing that the post-industrial city is a fiction, and that it should be replaced by 'Industrial City 2.0.' Book excerpt: Why do some middle-income countries diversify their economies but fail to upgrade – to produce world-class products based on local inputs and technological capacities? Why have the 'little tigers' of Southeast Asia, such as Thailand, continued to lag behind the Newly Industrializing Countries of East Asia? Richard Doner goes beyond 'political will' by emphasizing institutional capacities and political pressures: development challenges vary; upgrading poses tough challenges that require robust institutional capacities. Such strengths are political in origin. They reflect pressures, such as security threats and resource constraints, which motivate political leaders to focus on efficiency more than clientelist payoffs. Such pressures help to explain the political institutions – 'veto players' – through which leaders operate. Doner assesses this argument by analyzing Thai development historically, in three sectors (sugar, textiles, and autos) and in comparison with both weaker and stronger competitors (Philippines, Indonesia, Taiwan, Brazil, and South Korea).
