Book excerpt: This handbook focuses on and compares the education systems in the three Americas: North, Central and South America, and includes a chapter on most countries in the region. The chapters follow a common structure and include schematic diagrams of the structure of mainstream education from pre-primary to tertiary level. Each chapter starts with a description of the historical and social foundations of the education system from the post-World War II period up to today, including political, economic and cultural contexts and conditions. By highlighting important dates and structural decisions, the current education system can be understood as resulting from past developments. The first part ends with a description of the transitions to the labour market that are offered, and the way in which these are organized in the education system described. The second part consists of an overview of the institutional and organizational principles as well as the structure of education from pre-primary to tertiary level. It includes a focus on legislative bases and financial provisions for the education system and a description of the structure by using the ISCED-classification. It further includes information of the supply of human resources such as teachers and other educators. The third and final part of the handbook discusses selected educational trends and aspects. In this context, three topics are of particular interest: dealing with inequality, ICT and digitization activities, and STEM-related policies and programmes.

Book excerpt: A team of examiners from the Organisation for Economic Cooperation and Development (OECD) reviews Portugal's education system in a three-part report. Part One begins with the consequences of the 1974 revolution, Portugal's economic problems, its impending attachment to the European Economic Community, and rising public expectations about education. It continues with criticism of the Ministry of Education, which is overstaffed and has duplicate functions. The examiners propose reduction of branches and suggest the establishment of a national education advisory council and closer relations with other government agencies. A high priority for the compulsory school-level education (four primary and two preparatory grades) is improvement of standards in rural areas. Accepting the future extension of compulsory schooling from 6 to 9 years, the examiners counsel step-by-step reform of the school structure and curriculum. Education of 16-to-19 year olds is a problematic issue since upper-secondary schools are not providing adequate vocational courses. The examiners feel a solution is for Portugal to adopt a comprehensive education and training policy for that age group implemented jointly by the Ministries of Education and Labor. Part Two of the report includes a record of the review meeting between the OECD examiners and the Minister of Education and his delegates and addresses five areas of concern. The third part is a summary of the Ministry of Education's Backgroud Report of the education system in Portugal. (MD)

Theories of politics usually predict that reform initiatives will be unsuccessful when powerful groups are opposed to change and institutions are biased against it. This book, however, shows how the strategic choices of reform proponents alter the destinies of policy reforms by reshaping power equations and undermining institutional biases that impede change. In many countries, the political path to reform can be daunting. Antireform interests are powerful and support for change is, at best, lukewarm. Centrally important institutions strongly defend the policy status quo. Despite these political odds, reformers have seized the initiative in promoting reform, weakening and marginalizing opposition groups, and marshaling political patrons and networks to advance their initiatives. Despite the Odds opens the "black box" of decision making in five initiatives designed to enhance the quality of education services in Latin America. The book addresses the strategies used by reformers to manage the political process of change and those adopted by opposition groups and institutions resisting their efforts. Its military was abolished in 1948, with the keys to the armory handed to the Department of Education. Socially, Costa Rica is a success story. Although 94th in the world for GDP, it is in the top 10 on various measurements of health and well-being. Citizens enjoy high standards of living that include universal access to healthcare, education, and pensions. In addition, the country practices sustainable resource management, such as reforestation and the development of solar and wind power, and it expects to be carbon neutral by 2020. Hunting is illegal. 25% of the landmass is parks and reserves. The government supports universal health care, especially maternal and child health. Costa Rica even has a Blue Zone, an area where people live extraordinarily long, healthy lives. To some extent, Costa Rica is simply lucky: it was largely inaccessible, and it had virtually no precious minerals, therefore it was mostly spared the ravages of predatory colonialism. The Costa Rican people made very good social decisions, ranging from an avowed commitment to social democracy at the national level, to local land distribution to develop stable middle class farmers. But Costa Rica's neighbors have not enjoyed nearly as much peace and prosperity. It is unlikely that Costa Rica's demilitarization and its remarkable social success are coincidental; clearly, something special is going on. Through good luck, good leadership, and good decisions, Costa Rica has become arguably the sanest and most progressive country on earth. This book examines how and why Costa Rica is safe and independent without any military at all, and what the rest of us can learn from its success.
