Embedding accountability into the state is an inherently uneven, partial and contested process. Campaigns for public accountability often win limited concessions at best, but they can leave cracks in the system that serve as handholds for subsequent efforts to open up the state to public scrutiny. This book explores the how civil society "thickens" by comparing two decades of rural citizens' struggles to hold the Mexican state accountable, exploring both change and continuity before, during, and after national electoral turning points. The book addresses how much power-sharing really happens in policy innovations that include participatory social and environmental councils, citizen oversight of elections, local government social investment funds, participation reforms in World Bank projects, community-managed food programs, as well as new social oversight and public information access reforms. Meanwhile, efforts to exercise voice unfold at the same time as rural citizens consider their exit options, as millions migrate to the US, where many have since come together in a new migrant civil society. Since explanations of electoral change do not account for how people actually experience the state, this book concludes that new analytical frameworks are needed to understand "transitions to accountability." This involves unpacking the interaction between participation, transparency and accountability. Oxford Studies in Democratization is a series for scholars and students of comparative politics and related disciplines. Volumes concentrate on the comparative study of the democratization process that accompanied the decline and termination of the cold war. The geographical focus of the series is primarily Latin America, the Caribbean, Southern and Eastern Europe, and relevant experiences in Africa and Asia. The authors have enumerated the ills of Africa, analyzed the problems and explored the opportunities. Remarkably, despite the daunting nature of the challenges, they were all hopeful about the future. They provided their visions of the future, suggest numerous ideas on how to build a new Africa, and implored Africans to take responsibility for the transformation of the continent. Given the current emphasis on African renaissance and union, the ideas presented here could become the basis for a truly shared vision for the continent.

The research incorporated in the book used a range of primary and secondary methodological approaches (scoping reviews, systematic reviews, meta-analyses, descriptive studies, surveys, health economics, and clinical practice guideline methodology) to shed new insights into African-centred issues and strategies to optimise function post-stroke.

Vansina’s case study of the colonial experience is the realm of Kuba, a kingdom in Congo about the size of New Jersey—and two-thirds the size of its colonial master, Belgium. The experience of its inhabitants is the story of colonialism, from its earliest manifestations to its tumultuous end. What happened in Kuba happened to varying degrees throughout Africa and other colonized regions: racism, economic exploitation, indirect rule, Christian conversion, modernization, disease and healing, and transformations in gender relations. The Kuba, like others, took their own active part in history, responding to the changes and calamities that colonization set in motion. Vansina follows the region’s inhabitants from the late nineteenth century to the middle of the twentieth century, when a new elite emerged on the eve of Congo’s dramatic passage to independence.

Hirschman makes a basic distinction between alternative ways of reacting to deterioration in business firms and, in general, to dissatisfaction with organizations: one, “exit,” is for the member to quit the organization or for the customer to switch to the competing product, and the other, “voice,” is for members or customers to agitate and exert influence for change “from within.” The efficiency of the competitive mechanism, with its total reliance on exit, is questioned for certain important situations. As exit often undercuts voice while being unable to counteract decline, loyalty is seen in the function of retarding exit and of permitting voice to play its proper role. The interplay of the three concepts turns out to illuminate a wide range of economic, social, and political phenomena. As the author states in the preface, “having found my own unifying way of looking at issues as diverse as competition and the two-party system, divorce and the American character, black power and the failure of ‘unhappy’ top officials to resign over Vietnam, I decided to let myself go a little.”

The relationship between nonprofits and the government is ideal in many respects, according to Jeffrey M. Berry and David F. Arons. By underwriting operating budgets and subcontracting the administration of programs to nonprofits, governments at all levels are able to take advantage of nonprofits' dedication, imagination, and private fund-raising skills. However, as nonprofits assume greater responsibility for delivering services traditionally provided by government, that responsibility is not matched by a congruous increase in policy influence. Berry and Arons believe the lobbying restrictions should be eased so that nonprofits may become more involved in public policymaking. Their recommendations are designed to ensure that nonprofit organizations—and the constituencies they serve—are effectively represented in the American political system.
