By contrast, the Yasukuni controversy intensified between 2001 and 2006 when a popular Prime Minister Koizumi Junichiro was determined to pay regular homage to the Yasukuni Shrine annually. Prime Minister Abe, who previously demonstrated restraint over the issue in his first term between 2006 and 2007, visited the Yasukuni unexpectedly in 2013 but not in 2014 or 2015. To explain this variation, this book presents an alternative interpretation of Japan’s official responses toward China’s pressure over the Yasukuni issue between 1985 and 2015 by applying a political survival approach that highlights the domestic political legitimacy of the Japanese prime minister or the ruling party. Through intricate case studies of visits by Japanese politicians to the Yasukuni Shrine, conflicts over the boundaries of economic zones in the East China Sea, concerns about food safety, and strategies of island defense, Sheila A. Smith explores the policy issues testing the Japanese government as it tries to navigate its relationship with an advancing China. Smith finds that Japan's interactions with China extend far beyond the negotiations between diplomats and include a broad array of social actors intent on influencing the Sino-Japanese relationship. Some of the tensions complicating Japan's encounters with China, such as those surrounding the Yasukuni Shrine or territorial disputes, have deep roots in the postwar era, and political advocates seeking a stronger Japanese state organize themselves around these causes. Other tensions manifest themselves during the institutional and regulatory reform of maritime boundary and food safety issues. Smith scrutinizes the role of the Japanese government in coping with contention as China's influence grows and Japanese citizens demand more protection. Underlying the government's efforts is Japan's insecurity about its own capacity for change and its waning status as the leading economy in Asia. For many, China's rise means Japan's decline, and Smith suggests how Japan can maintain its regional and global clout as confidence in its postwar diplomatic and security approach diminishes.

Book excerpt: This book aims at exploring the logic of political survival in Turkish politics studying the case of the AKP and using evidence from elite interviews, party documents, public speeches, and developments and changes for exploring AKP’s political survival in the chapters. These evidences indicate that there are four independent variables of dependent variable which is AKP’s political survival; -- the legitimization of AKP’s conservatism (2002-2007), AKP’s power struggle with Kemalist elites (2007-2011), AKP’s populism and authoritarianism (2011-2014) and the instrumentalization of Islamism and nationalism under Erdogan’s leadership (2014-2018) -- within the AKP’s four terms. In other words, this research offers a cause-and-effect mechanism between the four different policy approaches of the AKP’s four periods and the AKP’s political survival. Indeed, the AKP has been the most successful political party at the point of ensuring political survival throughout its 16-year rule. In the literature, there are few studies analyzing the 16-year rule of AKP government integrally. As a result of this limitation, the original contribution of this research is that it offers a holistic approach of the AKP government between 2002 and 2018 with using the concept of political survival which is not explored for the AKP case in the literature.

Rather than viewing the process of normalization and rejuvenation as two decades of remilitarization in face of rapidly changing strategic environment and domestic political circumstances, this volume contextualizes Japan’s contemporary international relations against the longer grain of Japanese historical interactions. It demonstrates that policies and statecraft in the Prime Minister Shinzo Abe’s era are a continuation of a long, unbroken and arduous effort by successive generations of leaders to preserve Japanese autonomy, enhance security and advance Japanese national interests. Arguing against the notion that Japan cannot work with China as long as the US-Japan alliance is in place, the book suggests that Tokyo could forge constructive relations with Beijing by engaging China in joint projects in and outside of the Asia-Pacific in issue areas such as infrastructure development or in the provision of international public goods. It also submits that an improvement in Japan-China relations would enhance rather than detract Japan-US relations and that Tokyo will find that her new found autonomy in the US-Japan alliance would not only accord her more political respect and strategic latitude, but also allow her to ameliorate the excesses of American foreign policy adventurism, paving for her to become a truly normal great power.

Few, however, have articulated precisely how or why it matters. In this significant book, Helen Milner lays out the first fully developed theory of domestic politics, showing exactly how domestic politics affects international outcomes. In developing this rational-choice theory, Milner argues that any explanation that treats states as unitary actors is ultimately misleading. She describes all states as polyarchic, where decision-making power is shared between two or more actors (such as a legislature and an executive). Milner constructs a new model based on two-level game theory, reflecting the political activity at both the domestic and international levels. She illustrates this model by taking up the critical question of cooperation among nations. Milner examines the central factors that influence the strategic game of domestic politics. She shows that it is the outcome of this internal game--not fears of other countries' relative gains or the likelihood of cheating--that ultimately shapes how the international game is played out and therefore the extent of cooperative endeavors. The interaction of the domestic actors' preferences, given their political institutions and levels of information, defines when international cooperation is possible and what its terms will be. Several test cases examine how this argument explains the phases of a cooperative attempt: the initiation, the negotiations at the international level, and the eventual domestic ratification. The book reaches the surprising conclusion that theorists--neo-Institutionalists and Realists alike--have overestimated the likelihood of cooperation among states.
