This necessitated the military intervention of the U.S. and NATO on the Muslim side, which caused an untold travesty of justice to the Serbs. For indeed, there was enough blame to go around to condemn all parties in that war, including Serbs, Croats, and Muslims, of committing massacres and huge abuses of the other parties. To single out the Serbs as the bad guys simply distorts the facts. This collective volume, which is the product of a Commission of Inquiry, worked 18 months on this project, redressing the balance based on a meticulous and well-documented report about the process of this inquiry, step by step.

Book excerpt: Containing Balkan Nationalism focuses on the implications of the Bulgarian national movement that developed in the context of Ottoman modernization and of European imperialism in the Near East. The movement aimed to achieve the status of an independent Bulgarian Orthodox church, removing ethnic Bulgarians from the jurisdiction of the Patriarchate of Constantinople. This independent church status meant legal and cultural autonomy within the Islamic structure of the Ottoman Empire, which recognized religious minorities rather than ethnic ones. Denis Vovchenko shows how Russian policymakers, intellectuals, and prelates worked together with the Ottoman government, Balkan and other diplomats, and rival churches, to contain and defuse ethnic conflict among Ottoman Christians through the promotion of supraethnic religious institutions and identities. The envisioned arrangements were often inspired by modern visions of a political and cultural union of Orthodox Slavs and Greeks. Whether realized or not, they demonstrated the strength and flexibility of supranational identities and institutions on the eve of the First World War. The book encourages contemporary analysts and policymakers to explore the potential of such traditional loyalties to defuse current ethnic tensions and serve as organic alternatives to generic models of power-sharing and federation.

By exploring the development of intricate religious, linguistic, and national dynamics in a variety of case studies throughout the Balkans, this volume demonstrates the existence of alternatives and challenges to nationalism in the area. The authors analyze a variety of national, non-national, and anti-national(ist) encounters in four areas?Bosnia, Bulgaria, Macedonia, and Albania?traditionally seen as ?hot-beds? of nationalist agitation and tension resulting from their populations' religious or ethno-national diversity. In their entirety, the contributions in this volume chart a more complex picture of the national dynamics. The authors recognize the existence of national tensions both in historical perspective and in contemporary times, but also suggest the possibility of different paths to the nation that did not involve violence but allowed for national accommodation and reconciliation.

Öztürk draws on personal testimonies given by both Turkish and non-Turkish, Muslim and non-Muslim interviewees in three country cases: Bulgaria, North Macedonia and Albania. The findings shed light on contemporary issues surrounding the continuous redefinition of Turkish secularism under the AKP rule and the emergence of a new Muslim elite in Turkey.
