The scenarios are discussed using a number of specific factors likely to affect the security relationship in the future. The alliance is also considered abstractly using international relations theory to highlight 'systemic' explanations for the behavior of various states in the scenarios. First, the security relationship could come to an end if America is increasingly viewed as the 'policeman' of Asia or the 'cap in the bottle' of Japan without an identifiable benefit to match that role. While the United States was willing to subordinate economic concerns for the sake of security in the past, this will be increasingly difficult in the future. Second, the security arrangement could be threatened if Japan assumes a security role commensurate with its political and economic position in East Asia. If Japan increases the size of its military, this could cloud the rationale for the presence of American military forces in Japan. Japan might choose to do so because of regional dynamics, such as Korean unification; conflict caused by a fragmented or 'weak' China; or the emergence of a regional trading bloc in East Asia. Third, the emergence of China as the dominant power in East Asia might threaten the United States and Japan and reinvigorate their security alliance. China's efforts to increase its influence in the region could cause uneasiness in the United States and Japan prompting them to act as a 'balance' against China. Fourth, efforts to update the relationship could ensure its long-term survival.

Rather, all the alternatives pursued together would potentially lead to an efficacious option, consequently providing Japan's foreign policy with greater independence from the United States.

Book excerpt: Although the United States is the sole superpower in the world, it increasingly faces an objectives-means shortfall in attaining its global interests unilaterally. Sustaining its engagement in the far reaches of the world requires the partnership of capable, willing and like-minded states. In the Asia-Pacific region, the U.S.-Japan Security Alliance will remain vital to achieving both countries' national interests in the next 2 decades because of a lack of strategic options, though the commitment of both partners is likely to be sorely tested. Should conditions arise that give either the United States or Japan a viable alternative to advance stability and national interests, the alliance could be in doubt. Having depended on the United States for security for over 50 years, Japan is now actively trying to chart its new path for the future. Japan is in the midst of a fundamental reexamination of its security policy and its role in international relations that will have a dramatic impact on East Asia and the Pacific. Within Japan, many see the traditional means of security policy as being out of balance and vulnerable in the post-Cold War environment. The triad of economic diplomacy, engagement with international organizations, and a minimalist military posture predicated on a capable self-defense force with American guarantees of protection, heavily weighted toward economic diplomacy, is not seen by the Japanese to be adequately achieving the national interests and influence that country seeks. Regardless of the more realist imperatives, Japan remains deeply ambivalent toward security expansion. However, despite domestic restraints, Japan will continue slowly and incrementally to remove the shackles on its military security policy. Attitudinal barriers, such as pacifism, anti militarism, security insulation, and desire for consensus combine with institutional barriers, like coalition politics, lack of budget space, and entrenched bureaucracy, to confound rapid shifts in security policy, though those changes will eventually occur. The ambivalence Japan feels clouds the ideal path to the future for the nation in trying to find a way forward among competing goals of preventing either entrapment or abandonment by the United States and pursuing self-interest. Because Japan is risk-averse, but increasingly self-aware, dramatic (in Japanese terms) security policy changes will continue to be made in small, but cumulative steps. These changes in security policy and public acquiescence to them will create pressure on the alliance to reduce asymmetries and offensive burdens since the ideal, long-term security future for Japan does not rely on the current role vis-à-vis the United States. Both Japan and the United States must move out of their comfort zones to create a more balanced relationship that involves substantial consultation and policy accommodation, a greater risk-taking Japanese role in the maintenance of peace and stability of the region, and coordinated action to resolve conflicts and promote prosperity in the region. Because neither country has a viable alternative to the alliance for the promotion of security and national interests in the region, especially given the uncertainties of the future trends in China and the Korean Peninsula, for the next couple of decades the alliance will remain central to achieving the interests of both Japan and the United States. A more symmetrical alliance can be a positive force for regional stability and prosperity in areas of engagement of China, proactive shaping of the security environment, the protection of maritime commerce routes, and the countering of weapons proliferation, terrorism, and drug trafficking. Without substantive change, though, the centrality of the alliance will diminish as strategic alternatives develop for either the United States or Japan.

Book excerpt: Japan is a significant partner for the United States in a number of foreign policy areas, particularly in U.S. security priorities, which range from hedging against Chinese military modernization to countering threats from North Korea. The alliance facilitates the forward deployment of about 50,000 U.S. troops and other U.S. military assets based in Japan. In addition, Japan's participation in the Trans-Pacific Partnership (TPP) talks could enhance the credibility and viability of the proposed trade pact, which is a core component of Obama Administration efforts to "rebalance" U.S. foreign policy priorities toward the Asia-Pacific region. After years of turmoil, Japanese politics has entered a period of stability with the December 2012 and December 2014 election victories of current Prime Minister Shinzo Abe and his Liberal Democratic Party (LDP). The Japanese constitution does not require new elections until 2018. The LDP's recent election may have given Abe some political capital to pursue the more controversial initiatives of his agenda, such as joining the proposed TPP trade pact and increasing the Japanese military's capabilities and flexibility. The political continuity in Tokyo has allowed Abe to reinforce his agenda of revitalizing the Japanese economy and boosting the U.S.-Japan alliance, both goals that the Obama Administration has actively supported. On the other hand, comments and actions on controversial historical issues by Abe and his Cabinet have raised concern that Tokyo could upset regional relations in ways that hurt U.S. interests. Abe is known for his strong nationalist views. Abe's approach to issues like the so-called "comfort women" forced prostitutes from the World War II era, Japanese history textbooks that critics claim whitewash Japanese atrocities, visits to the Yasukuni Shrine that honors Japan's war dead and includes Class A war criminals, and statements on territorial disputes in the Sea of Japan and the East China Sea are all ongoing points of tension in the region. To many U.S. observers, Abe brings both positive and negative qualities to the alliance, at once bolstering it but also renewing historical animosities that could disturb the regional security environment. The upcoming 70th anniversary of the end of World War II could be a sensitive time for Asia as Japan and other countries reflect on a difficult period that remains politically potent today. U.S.-Japan defense cooperation has improved and evolved in recent decades as the allies adjust to new security challenges, such as the ballistic missile threat from North Korea and the confrontation between Japan and China over disputed islets. The government's 2014 decision to relax Japan's prohibition on participating in collective self-defense activities could allow the Japanese military to play a greater role in global security, but domestic legislation is needed for implementation. Despite overcoming a major hurdle in 2013 to relocate the controversial Futenma base on Okinawa, many local politicians and activists are opposed to the plans to realign U.S. forces. In addition, the U.S. Congress has expressed concern about the cost of the plans. Japan is one of the United States' most important economic partners. Outside of North America, it is the United States' second-largest export market and second-largest source of imports. Japanese firms are the United States' second-largest source of foreign direct investment, and Japanese investors are the second-largest foreign holders of U.S. treasuries. Japan, the United States, and 10 other countries are participating in the TPP free trade agreement negotiations. If successful, the negotiations could reinvigorate a bilateral economic relationship by addressing long-standing, difficult issues in the trade relationship.
