Book excerpt: This book addresses the question of political legitimacy in the European Union from the much neglected angle of political responsibility. It develops an original communitarian approach to legitimacy based on Alasdair MacIntyre’s ethics of virtues and practices, that can be contrasted with prevalent liberal-egalitarian and neo-republican approaches. Tsakatika argues that a ‘responsibility deficit’, quite distinct from the often discussed ‘democratic deficit’, can be diagnosed in the European Union. This is documented in chapters that provide in-depth analysis of accountability, transparency and the difficulties associated with identifying responsibility in European governance. Closing this gap requires going beyond institutional engineering. It calls for gradual convergence towards certain core social and political practices and for the flourishing of the virtues of political responsibility in Europe’s nascent political community. Throughout the book, normative political theory is brought to bear on concrete dilemmas of institutional choice faced by the EU during the recent constitutional debates. Nonetheless, little is known about how citizens attribute responsibility in the European Union or how those perceptions of responsibility matter. This book presents the first comprehensive account of how citizens assign blame to the EU, how politicians and the media attempt to shift blame and finally, how it matters for electoral democracy. Based on rich and unique data sources, Blaming Europe? sheds light on all three aspects of responsibility in the EU. First, it shows that while institutional differences between countries shape citizen judgements of EU responsibility, those judgements are also highly determined by pre-existing attitudes towards the EU. Second, it demonstrates that neither politicians nor the media assign much blame to the EU. Third, it establishes that regardless of whether voters are capable of accurately assigning responsibility, they are not able to hold their EU representatives to account via the ballot box in European elections due to the lack of an identifiable 'European government' to reward or punish. As a consequence, when citizens hold the EU responsible for poor performance, but are unable to sanction an EU incumbent, they lose trust in the EU as a whole instead. In conclusion, it argues that this 'accountability deficit' has significant implications for the future of the European Union.

Book excerpt: It has become apparent that a clear gap exists between European Union (EU) level policymaking and Member State implementation. Previous research has neglected to fully define factors that encourage or prevent implementation processes and instead focused on upstream decision making processes or downstream effects of policy. Simona Milio here proposes a shift in analytical focus towards policy-implementation since this constitutes a crucial common pathway that determines whether a policy actually becomes effective or not. EU implementation deficits appear to be influenced by problems related to the multi-level structure of European policy making. Successful implementation will only occur if relevant policy actors at national and sub-national levels are persuaded to co-operate with EU policy goals. Furthermore, this co-operation is not possible unless all parties manage the complex policy networks and implementation regimes responsible for putting European policies into force. Within this framework, this book answers three important questions: 1 Is the EU multi-level governance system weakening the implementation of policies? 2 Are national and sub-national governments capable of dealing with the challenges imposed by multi-level governance? 3 Which factors account for differences in implementation performance among Member States? In order to answer these questions, Simona Milio's research explores the influence of two variables on implementation processes: Administrative Capacity and Political Stability. Cohesion Policy is chosen as the focus of this study since it has demonstrated a dramatically different implementation pace among EU Member States over the past 20 years. Three EU Member States are chosen to test the hypothesis. Italy appears to be a pertinent example, given its constant struggle to conform to EU directives and to implement Cohesion Policy. Spain is chosen since, in contrast to the Italian scenario, it represents the best performing Member State in terms of implementation. Finally Poland is studied, as a case where a shift from centralization towards decentralization has occurred in order to implement Cohesion Policy and integrate the multi-level governance system.

Referendums are often criticized for presenting citizens with choices that are too complex and thereby generating outcomes that have little or no connection with the ballot proposal. Importantly this book shows that voters are smarter than they are often given credit for. They may not be fully informed about European politics, but they do consider the issues at stake before they go to the ballot box and they make use of the information provided by parties and the campaign environment. Direct democracy may not always produce the outcomes that are desired by politicians. But voters are far more competent than commonly perceived.

These new concerns are well epitomized by the tension between ‘responsiveness’ and ‘responsibility’ that gives the title to this book. While classic democratic theory sees as desirable that parties in government (and in opposition, too) are sympathetically responsive to their supporters first and more generally to public opinion and, at the same time, responsible toward the internal and international systemic constraints and compatibilities, these two roles seem to have become more difficult to reconcile and even increasingly incompatible. The chapters of this book explore the tensions between responsiveness and responsibility decomposing the international sources from the domestic sources and discussing the options and the possibilities for political parties to continue to play the role of provider of political stability in rapidly changing domestic and international environments.
