He invites the attention more especially of comparatively young men who for years, perhaps, have exercised the privileges of citizenship, and also of those who are about to enter upon such duties; in addition he extends the invitation to a large and worthy class of intelligent citizens of foreign birth, who are presumed to be less informed on these subjects than the native-born.
