Book excerpt: Political corruption has traditionally been presented as a phenomenon characteristic of developing countries, authoritarian regimes, or societies in which the value system favored tacit patrimony and clientelism. Recently, however, the thesis of an inverse correlation between corruption and economic and political development (and therefore democratic maturity) has been frequently and convincingly challenged. Countries with a long democratic tradition, such as the United States, Belgium, Britain, and Italy, have all experienced a combination of headline-grabbing scandals and smaller-scale cases of misappropriation.In Corrupt Exchanges, primary research on Italian cases (judicial proceedings, in-depth interviews, parliamentary documents, and press databases), combined with a cross-national comparison based on a secondary analysis of corruption in democratic systems, is used to develop a model to analyze corruption as a network of illegal exchanges. The authors explore in great detail the structure of that network, by examining both the characteristics of the actors who directly engage in the corruption and the resources they exchange. These processes of degeneration have caused a crisis in the dominant paradigm in both academic and political considerations of corruption.The book is organized around the analysis of the resources that are exchanged and of the different actors who take part. Politicians in business, illegal brokers, Mafia members, protected entrepreneurs, and party-appointed bureaucrats exchange resources on the illegal market, altering the institutional system of interactions between the state and the market. In this complex web of exchanges, bonds of trust are established that allow the corrupt exchange to thrive. The book will serve both as a theoretical approach to a political problem of large bearing on democratic institutions and a descriptive warning of a system in peril.

Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

In Religious Parties and the Politics of Civil Liberties, the award-winning political science scholar Vineeta Yadav considers a question that has been central to the discussion: Will the success of religious parties lead to declines in the civil liberties of their citizens? Yadav summarizes the popular and academic sides of the conversation and addresses the weaknesses of both by presenting an original empirical analysis of religious parties' actual relationship to civil liberties. This active partnership increasingly undermines the rule of law, human rights, and economic development in many parts of the world. States in transition are especially at risk. Despite the magnitude of the threat, there is little understanding of the security threats by the PCNs and how and why political-criminal relationships are formed and maintained. Menace to Society is the first attempt to develop an analytical framework for making generalizations about this contemporary scourge. Case studies of Colombia, Hong Kong, Taiwan, Italy, Mexico, Nigeria, Russia and Ukraine, and the United States by leading scholars and practitioners included here answer such key questions as: How do PCNs get established? How is a PCN maintained, and destroyed? What do the participants want from each other in a PCN? What can be learned from those who have successfully countered the PCN? The findings indicate that political, economic, and cultural factors play a significant role in the formation and evolution of PCNs. When the institutions of the state are weak, as in Nigeria and Colombia, it is difficult for the state to prevent political-criminal collaboration. A lack of checks and balances, either from civil society or opposition political parties such as described in the cases of Mexico and Russia, is a key factor. Cultural patterns tend to facilitate this kind of collaboration. Markets and economics, too, bear on the PCN issue. The supply and demand for illegal goods and services, not only drugs, in many countries creates a market controlled by criminals who need political help to "run" their business. Menance to Society will be critical reading for security planners, foreign and military policymakers, and political scientists.

In the new millennium, the OECD and associated governments, which account for over 75% of trade and investment world-wide, will play by stricter rules. The Convention on Combating Bribery of Foreign Public Officials in International Business Transactions will outlaw the practice of bribing foreign officials, making competition for international business much more fair and open. Bribery in commercial transactions is only part of the problem. A whole arsenal of legal instruments to combat corruption have now been developed to improve ethical standards in the public sector, to end tax deductibility for bribes, to curtail money laundering, and to clean up public procurement practices. The private sector and civil society will continue to play a critical role in making these new rules a reality. This book provides the key elements needed to build and preserve corruption-free institutions, systems, and private enterprises.
