This volume sets out an impressive historical, theoretical and institutional framework for a comprehensive, comparative and empirical analysis of the forms, patterns, trends and determinants of citizen participation in two of Europe's largest democracies. Written by an international team of political scientists, it starts with an outline of the participatory traditions in both countries before turning to the theoretical foundations of empirical research regarding the role of political participation in modern democracies. It provides an overview of how the perception of political participation has changed over the years and the forms of both conventional participation, particularly with regard to electoral participation, and unconventional participation like protest and other new forms of citizen involvement are analysed in detail. Exploring new approaches in participation research, social participation is seen as not just correlating with political participation, but as a specific form of civic engagement in itself. A broad range of activities, such as electoral and party related participation, political protest, participation in voluntary associations, voting in referenda and taking part in dialogue-orientated participatory activities is examined and the analysis identifies which societal, institutional and cultural factors account for the differences and similarities between the two countries.

This book, for the first time, examines 130 years of history to comprehensively address the central questions of German democratization: How and why did this process occur? What has democracy meant to various Germans? And how stable is their, or indeed anyone's, democracy? Looking at six German regimes across thirteen decades, this study enables you to see how and why some Germans have always chosen to be politically active (even under dictatorships); the enormous range of conceptions of political culture and democracy they have held; and how interactions among various factors undercut or facilitated democracy at different times. Michael L. Hughes also makes clear that recent surges of support for 'populism' and 'authoritarianism' have not come out of nowhere but are inherent in long-standing contestations about democracy and political citizenship. Hughes argues that democracy – in Germany or elsewhere – cannot be a story of adversity overcome which culminates in a happy ending; it is an ongoing, open-ended process whose ultimate outcome remains uncertain.

More recently several authors, among which eminently Peter Mair, progressively began to question the relationship between the normative definition of democratic government and the actual operation of parties. These new concerns are well epitomized by the tension between ‘responsiveness’ and ‘responsibility’ that gives the title to this book. While classic democratic theory sees as desirable that parties in government (and in opposition, too) are sympathetically responsive to their supporters first and more generally to public opinion and, at the same time, responsible toward the internal and international systemic constraints and compatibilities, these two roles seem to have become more difficult to reconcile and even increasingly incompatible. The chapters of this book explore the tensions between responsiveness and responsibility decomposing the international sources from the domestic sources and discussing the options and the possibilities for political parties to continue to play the role of provider of political stability in rapidly changing domestic and international environments. It presents an in-depth, empirically grounded study comparing two decades of democratic politics. Drawing on democratic theory and comparative politics, the book puts forward an evaluation of democracy based on four dimensions: representation, participation, competition and accountability. The book is an important contribution to debates on the performance of the new democracies in Central and Eastern Europe, where some scholars argue that there is a ‘democratic crisis’, that, after a period of democratic progress, most of these countries are experiencing democratic fatigue and that their democratic performance is poor. However, the Polish case shows that democracy is not in crisis - in fact, the quality of democracy in Poland has improved.
