Halvard Vike argues that particular forms of political grassroots mobilization contributed heavily to what he calls “a low level of gravity state”—a political order in which decentralized institutions make it possible to curtail centralizing forces. While there is a large international literature on the Nordic welfare states, there is limited knowledge about how these states are embedded in local contexts. Vike's approach is based on an ethnographic practice which may be labeled “in and out of institutions.” It is based on ethnographic work in municipal assemblies, local bureaucracies, political parties, voluntary organizations, and various informal contexts.

Book excerpt: The main focus of the book is institutional change in the Scandinavian model, with special emphasis on Norway. There are many reasons to pay closer attention to the Norwegian case when it comes to analyses of changes in the public sphere. In the country’s political history, the arts and the media played a particular role in the processes towards sovereignty at the beginning of the 20th century. On a par with the other Scandinavian countries, Norway is in the forefront in the world in the distribution and uses of Internet technology. As an extreme case, the most corporatist society within the family of the “Nordic Model”, it offers an opportunity both for intriguing case studies and for challenging and refining existing theory on processes of institutional change in media policy and cultural policy. It supplements two recent, important books on political economy in Scandinavia: Varieties of Liberalization and the New Politics of Social Solidarity (Kathleen Thelen, 2014), and The Political Construction of Business Interests (Cathie Jo Martin and Duane Swank, 2013). There are further reasons to pay particular attention to the Scandinavian, and more specifically the Norwegian cases: (i) They are to varying degrees neo-corporatist societies, characterized by ongoing bargaining over social and political reform processes. From a theoretical perspective this invites reflections which, to some extent, are at odds with the dominant conceptions of institutional change. Neither models of path dependency nor models of aggregate, incremental change focus on the continuous social bargaining over institutional change. (ii) Despite recent processes of liberalization, common to the Western world as a whole, corporatism implies a close connection between state, public sphere, cultural life, and religion. This also means that institutions are closely bundled, in an even stronger way than assumed for example in the Varieties of Capitalism literature. Furthermore, we only have scarce insight in the way the different spheres of corporatism are connected and interact. In the proposed edited volume we have collected historical-institutional case studies from a broad set of social fields (a detailed outline of contents and contributors is attached): • Critical assessments of Jürgen Habermas’ theory of the public sphere • Can the public sphere be considered an institution? • The central position of the public sphere in social and political change in Norway • Digital transformations and effects of the growing PR industry on the public sphere • Institutionalization of social media in local politics and voluntary organizations • Legitimation work in the public sphere • freedom of expression and warning in the workplace • “Return of religion” to the public sphere, and its effects

Striking political change is occurring all over the world, most notably in nations where communism has collapsed. Although such wrenching dislocations must not be overlooked, it is crucial that we also examine change in stable democracies. The research reported in this book focuses upon Norway as a laboratory in which to study democratic political change. Norwegian consensus-style politics utilized a corporatist channel of policy making which had relegated Norway's parliament, the Storting, to a secondary role of rubber-stamping policies developed by the government working together with relevant large interest groups. With the crumbling of political consensus in the 1980s, Shaffer argues, the Storting has assumed much greater importance. From the early 1980s through the mid-1990s, political conflict directed through the electoral channel -- from voters to parties to parliamentary action -- has been crucial to the fragmentation of the post-World War II consensus. Politics, Parties, and Parliaments presents empirical evidence of dramatic political change in both the style and substance of Norwegian politics and policy making.

Now the model is in flux for domestic as well as external reasons. Rule by popular consent is in question, with a more fragile chain of governance and a slow erosion of mass parties. The model is transformed from below, through the changing democratic infrastructure, as well as from above, with privatization and market reform in the public sector. The focus is Norway, but the book is a comparative analysis of a paradigm case with relevance far beyond its own borders. Although it was to be the shortest of his four exiles, this period of his life was a significant one. From Norway he increased his effort to create a Fourth International, encouraging his international followers to challenge Stalin's dominance over world communism. In Norway Trotsky wrote his last major book, The Revolution Betrayed, in which he presented himself as the true heir to the Bolshevik Revolution, maintaining that Stalin had violated the Revolution's ideals. His efforts to threaten Stalin from outside of Russia created international repercussions. At first, Trotsky lived peacefully, without a guard and enjoying more freedom in Norway than he experienced in any other country following his expulsion from the USSR. Then, at the first Moscow show trial of August 1936 he was accused of being an international terrorist who organized conspiracies from abroad with the intention of murdering Russian leaders and destroying the Soviet state. Wishing to maintain good relations with its powerful neighbor, the Norwegian cabinet placed Trotsky under house arrest. Internment soon followed. He became the subject of political dispute between the socialist Labor Party government that had granted him asylum and opposition parties from the extreme right to the extreme left. In the national election of October 1936 the issue appeared to threaten the very existence of Norway's first permanent socialist administration. After the election, the Labor government was determined to expel him. No European country would allow him entry, and when Mexico proved willing to offer a final refuge, Trotsky was involuntarily dispatched under police guard to Tampico on board a Norwegian ship. Trotsky in Norway presents a fascinating account—the first complete study in English—of Trotsky's asylum in Norway and his deportation to Mexico. Although numerous biographies of Trotsky have been published, their coverage of his Norwegian sojourn has been inadequate, and in some cases erroneous. A revised and updated edition of Hoidal's highly regarded Norwegian study, published in 2009, this book incorporates information that has since become available. In highly readable prose, Hoidal presents new biographical details about a significant period in Trotsky's life and sheds light on an important chapter in the history of international socialism and communism.
