Some researchers look at the international system at large and disregard the enormous regional variations. Others take the concept of sovereignty literally and treat each nation-state as fully independent. Kristian Skrede Gleditsch looks at disparate zones in the international system to see how conflict, integration, and democracy have clustered over time and space. He argues that the most interesting aspects of international politics are regional rather than fully global or exclusively national. Differences in the local context of interaction influence states' international behavior as well as their domestic attributes. In All International Politics Is Local, Gleditsch clarifies that isolating the domestic processes within countries cannot account for the observed variation in distribution of political democracy over time and space, and that the likelihood of transitions is strongly related to changes in neighboring countries and the prior history of the regional context. Finally, he demonstrates how spatial and statistical techniques can be used to address regional interdependence among actors and its implications. Book excerpt: How effective are democracy clauses of regional integration organizations (RIOs) in promoting democratization and democratic consolidation among member-states? RIOs are increasingly adopting "democracy only" clauses in their treaties, requiring democracy and political stability as a condition of membership. Stable democracy is a collective good for RIO members; without political stability, uncertainty regarding economic exchange increases, undermining the promise of integration. The presence of powerful countries may be necessary for the RIOs to legalize democratic conditionality. In this book, the authors argue that once established democracy clauses exert an independent influence in promoting and defending democratic norms and institutions within the member-states by increasing the transparency and credibility of democratic commitment and sanctions for violation. The findings based on the analysis of 40 RIOs around the world and in-depth analysis of the European Union, the Common Market of the South, and the Economic Community of West African States indicate that RIO democracy clauses help prevent democratic backsliding and coups and stimulate democratization and consolidation. With its global scope, originality, and theoretical rigor, this is the first book to catalogue democracy clauses adopted by RIOs worldwide with a thorough analysis of their effectiveness.

This book argues that parties and voters strategically respond to the incentives of federal institutional design to shape the development of arenas of political competition that are either predominantly independent or integrated across levels of the federation. Drawing on a rich collection of original data, including a dataset of aggregate level electoral data from over 2200 federal and state-level elections in seven federations, as well as the author's original dataset on party organizational linkage from a survey of sub-national party elites, this book demonstrates how two aspects of institutional design — the degree of decentralization and the method of power allocation, affect the development of integrated or independent politics as observed through voter behaviour, party systems and party organization. Using a mixed method research design, it demonstrates how voters and parties react to federal institutional design. It also provides nuance in the causal processes at play, demonstrating how party organization, party system structure and voter behaviour interact, to produce a federalism that is predominantly integrating and stability-enhancing or one that is predominantly autonomy- and accountability-enhancing.
