Democracy's painful paradox seems to require tolerance of the intolerant, but democracy's defenders instead often ostracize and repress illiberal parties even when they enjoy broad electoral support. Drawing evidence from systematic comparison of contemporary pariah parties in seven European countries, the book classifies strategic responses of mainstream political actors and advances a framework for understanding cross-national differences. An inescapable, if normatively controversial, finding is that quarantining or banning extremists is less successful at containing or rolling back perceived threat than some forms of regulated inclusion.

In the 1960s, the assassination of President Kennedy, the tension of racial strife, the political extremes of the Radical Right with its John Birchers and the Radical Left with its threat of Communism all raised critically urgent questions relative to our national unity, to our political stability, and to our vaunted respect for the rule of law. The Challenges to Democracy is an assessment of the foundations of political unity in the United States. The American consensus, as Murray Clark Havens defines it, emphasizes a set of values and procedures that most Americans, since the adoption of the Constitution, have accepted in principle: religious tolerance, individual freedom in intellectual and cultural matters, the importance of education and intellectual effort, settlement of internal conflict through peaceful and political processes, the supremacy of law, a high and generally rising standard of living, and, since the Civil War, racial compatibility. Never in our history have the ideals of this consensus been fully achieved, but as long as the majority of our citizens accept the validity of those ideals and the democratic procedures for realizing them, the basic American political unity is not threatened. However, when citizens who cannot accept the elements of the American consensus become influential enough to block the democratic process, then that consensus is threatened. Havens shows how such threats have come to us all through our history—the Civil War, racial and religious bigotry, the Ku Klux Klan, Huey Long, Father Coughlin and other extremists of the desperate thirties, McCarthyism. He discusses contemporary dangers to American unity such as those connected with the acceptance of the African American, religious friction in politics and government, the Radical Right and the Radical Left, and our foreign policy as an expression of the American consensus. The broad conclusions of this study are that our national unity is continuously in jeopardy, with frequent recurrences of serious questions as to the permanence of some of the patterns we have always associated with American government, but that our democracy is possessed of considerable potential for survival because of our deep national commitment to democracy and because of our even deeper nationalism.

The varying consequences of populist mobilisation so far consist in the maceration of the established borders of political culture, the distortion of legislation concerning migrants and migration, and the emergence of hybrid regimes bordering on and sometimes leaning towards dictatorship. Yet, in order to understand populism, innovative research approaches are required that need to be capable of overcoming stereotypes and conceptual dichotomies which are deeply rooted in the political debate. The chapters of this volume offer such new theoretical strategies for inquiring into the multi-faceted populist phenomenon. Yet in many cases, the extremists seem sincere in their attempt to construct a more democratic polity. Hence, they can be called democrats and yet also extremists, in so far as they strive for a regime with characteristics that are more extreme in a significant sense. This book analyses radical and extreme democratic theories and ideas in their historical context, interlocked with critical descriptions of historical institutions and experiments that help to evaluate the theories. Cases range from ancient Athens to recent experiments with citizen juries and citizen assemblies, from the time-honoured Swiss Landsgemeinde to contemporary (and controversial) workers’ councils in Venezuela and participatory budgeting in Porto Alegre. Among the theorists discussed here are familiar names as well as relatively unknown persons: Jean-Jacques Rousseau and Karl Marx, Murray Bookchin and John Burnheim, William Godwin and Barbara Goodwin, Anton Pannekoek and Heinz Dieterich. It shows that there are many similarities between left-wing and right-wing extremists, both in terms of their ideologies and their individual experiences. Overall, these causes can be traced back to three factors: unmet individual needs (e.g., deprivation or disenchantment with politics), access to ideological narratives that promise simplified solutions to individual problems, and the larger social circumstances of life (e.g., transformation processes, unemployment, or immigration). Although extremist attitudes are relatively rare, they are also shown to be highly stable: once acquired, individuals are difficult to bring back onto the democratic path. This book is the first to systematically compare left-wing and right-wing extremist attitudes, to provide an intensive methodological contribution to the measurability of such attitudes, and to relate their causes and stability. Sebastian Jungkunz is a post-doctoral researcher at the Institute for Socio-Economics at the University of Duisburg-Essen, Germany, Post-Doctoral Visiting Fellow at the Bamberg Graduate School of Social Sciences, Germany, and project leader at Zeppelin University, Germany. He received his PhD from the University of Bamberg, Germany, and was a visiting scholar at Waseda University, Japan. At the same time, banning parties challenges foundational democratic commitments to political pluralism, tolerance and rights to free speech and association. The book probes the deliberative processes, discursive strategies and power politics employed when democratic communities negotiate this dilemma. It examines discourses of securitization and desecuritization, preferences of veto-players, anti-system party orientations to violence, electoral systems and the cordon sanitaire as alternatives to party bans, and incentives for mainstream parties to cooperate, rather than ban, parties to achieve office and policy goals. It does so with reference to case studies of party bans, legalizations and failed ban cases in Spain (Herri Batasuna and successors), the United Kingdom (Sinn Féin and Republican Clubs) and Germany (Socialist Reich Party and National Democratic Party of Germany).
