More difficult still, individual governments or government departments rarely enjoy the power, resources and governance structures required to respond effectively to policy challenges under their responsibility. These dilemmas impose the requirement to work with others from the public, private, non-governmental organisation (NGO) or community spheres, and across a range of administrative levels and sectors. But how? This book investigates the challenges—both conceptual and practical—of multi-level governance processes. It draws on a range of cases from Australian public policy, with comparisons to multi-level governance systems abroad, to understand factors behind the effective coordination and management of multi-level governance processes in different policy areas over the short and longer term. Issues such as accountability, politics and cultures of governance are investigated through policy areas including social, environmental and spatial planning policy. The authors of the volume are a range of academics and past public servants from different jurisdictions, which allows previously hidden stories and processes of multi-level governance in Australia across different periods of government to be revealed and analysed for the first time.

These shifts not only transformed Australian politics, they engendered far-reaching cultural and social changes. Feminists challenged ‘man-made’ norms and sought to recover lost histories of female achievement and cultural endeavour. They made films, picked up spanners and established printing presses. The notion that ‘the personal was political’ began to transform long-held ideas about masculinity and femininity, both in public and private life. In the spaces between official discourses and everyday experience, many sought to revolutionise the lives of Australian men and women. Everyday Revolutions brings together new research on the cultural and social impact of the feminist and sexual revolutions of the 1970s in Australia. Gay Liberation and Women’s Liberation movements erupted, challenging almost every aspect of Australian life. The pill became widely available and sexuality was both celebrated and flaunted. Campaigns to decriminalise abortion and homosexuality emerged across the country. Activists set up women’s refuges, rape crisis centres and counselling services. Governments responded to new demands for representation and rights, appointing women’s advisors and funding new services. Everyday Revolutions is unique in its focus not on the activist or legislative achievements of the women’s and gay and lesbian movements, but on their cultural and social dimensions. Largely self-taught, he came to prominence in New York in the 1980s, a period marked by creative energy, financial precariousness, and profound cultural changes. Intersecting movementsgraffiti, new and no wave music, conceptual photography, performance, and neo-expressionist paintingmade New York a laboratory for innovation. Wojnarowicz refused a signature style, adopting a wide variety of techniques with an attitude of radical possibility. Distrustful of inherited structuresa feeling amplified by the resurgence of conservative politicshe varied his repertoire to better infiltrate the prevailing culture. Wojnarowicz saw the outsider as his true subject. Queer and later diagnosed as HIV-positive, he became an impassioned advocate for people with AIDS when an inconceivable number of friends, lovers, and strangers were dying due to government inaction. Wojnarowiczs work documents and illuminates a desperate period of American history: that of the AIDS crisis and culture wars of the late 1980s and early 1990s. But his rightful place is also among the raging and haunting iconoclastic voices, from Walt Whitman to William S. Burroughs, who explore American myths, their perpetuation, their repercussions, and their violence. Like theirs, his work deals directly with the timeless subjects of sex, spirituality, love, and loss. Wojnarowicz, who was thirty-seven when he died from AIDS-related complications, wrote: To make the private into something public is an action that has terrific ramifications.
