It examines how ruling class political ideology determined the agricultural policies from colonial rule. It considers both quantitative and qualitative aspects in all periods: colonial period to pre-green revolution phase, post-green revolution phase (early and late stages) and post-globalisation phase after 1991. India has achieved the ability to maintain food security, through enough food grain buffer stocks to meet the enormous public distribution system. But, with India’s entry into WTO in 1994, euphoria has been created among all types of farmers to adopt commercial crops like cotton cost-intensive inputs. Even food grain crops are grown through use of costly irrigation and chemicalised inputs. But they lacked remunerative prices, and so farmers began to commit suicides, which crossed 3.5 lakh. Government of India attributed this agrarian crisis to the technology fatigue and gave scope for second green revolution (GR-II). GR-I was achieved by public sector enterprise, whereas the GR-II as gene revolution is a result of private sector enterprise/MNCs. There is fear that opening up of the sector may lead to handover of the family farms to big agri-multinationals. GOI’s proposal to double farmers’ income by 2022 is feasible only when the problems, being faced by small, marginal and tenant farmers, are addressed in agricultural marketing, credit and extension services. Now, it is time to go for suitable forms of cooperative/collective agriculture, as 85 percent of total cultivators are the small and marginal farmers. It looks at how welfare policy making is viewed as a function of party competition and voter mobilization, showing a gradual transformation of political clients into entitled citizens through which democratic politics in India has redefined its contemporary welfare discourse. The book argues that political parties formulate policies in order to respond to the voices of citizens and shows that a new welfare architecture emerged in India, characterized as responsive welfare. India has witnessed a sharp rise in such voices, which have been disadvantaged by a globalizing market. The size and vulnerability of this group has made them politically significant and electorally salient. These welfare aspirants have found a new political space through political parties to negotiate and assert their claims on the state, creating a milestone in India’s democratic politics trajectory, in the form of entitlement-based welfare policy. The book compares and evaluates the implications of these new welfare policies in the contexts of two governments: the Congress-led government during 2009-2014 and the BJP-led government during 20014-2019. The empirical data reveal remarkable similarities in their electoral pledges, policy outputs, policy outcomes and accountability towards citizens. These findings indicate significant convergence in their welfare policies, sans ideology or ethnic support base. It also reveals that the ideological differences among the two major parties do not prevent remarkable continuities in the formulation and implementation of welfare policies during their incumbencies, thus allowing for a bipartisan acceptance of a citizen-centric welfare policy. Offering a new analysis to understand this citizen-party-policy linkage in the formulation of welfare policy in India, the book presents a macro analysis of India’s interface between democratic politics and welfare policy. It will be of interest to researchers in the fields of the politics of welfare, democratisation in changing societies, comparative politics and Indian and South Asian Studies and Asian Politics.

In the work of many international institutions, governments, and NGOs, law is represented as a solution to the persistence of hunger. This presentation is evident in the efforts to realize a human right to adequate food, as well as in the positioning of law, in the form of regulation, as a tool to protect society from 'unruly' markets. In this monograph, Anna Chadwick draws on theoretical work from a range of disciplines to challenge accounts that portray law's role in the context of hunger as exclusively remedial. The book takes as its starting point claims that financial traders 'caused' the 2007-8 global food crisis by speculating in financial instruments linked to the prices of staple grains. The introduction of new regulations to curb the 'excesses' of the financial sector in order to protect the food insecure reinforces the dominant perception that law can solve the problem. Chadwick investigates a number of different legal regimes spanning public international law, international economic law, transnational governance, private law, and human rights law to gather evidence for a counterclaim: law is part of the problem. The character of the contemporary global food system-a food system that is being progressively 'financialized'-owes everything to law. If world hunger is to be eradicated, Chadwick argues, then greater attention needs to be paid to how different legal regimes operate to consistently privilege the interests of the wealthy few over the needs of poor and the hungry.
