What factors account for different economic performance among states that are vulnerable to external shocks, crony capitalism, and political instability? This book argues that the answer lies in the structuring of state power, specifically the way different sets of governing elites – political leaders and economic technocrats – are embedded in political organisations and state institutions, and the way these elites relate to each other in the economic development policy process. Conducting a comparative historical analysis of Thailand and the Philippines, the book argues that the institutional settings of governing elites influence economic outcomes. In Thailand, political power traditionally connects to state institutions in ways that has limited the impact of political turnovers and global downturns - conducive to long-term industrial activities. In contrast, Philippine state power derives from family networks that merge social and political power, suited to fast-moving, short-term commercial interests. In focusing on this political and institutional story, the author analyses the current development dilemmas of countries, weighed down by historical legacies of unstable regimes, dependency, and social conflict, and how they are likely to develop in the future.

Intermediate skills and vocational education and training (VET) systems that generate these skills are critical for addressing the challenges for MICs in achieving high-road development. This book examines the skill systems in Mexico and Turkey, with a focus on auto parts producers, and the implications of these systems for these countries' development. It adopts a multi-layered understanding of the term 'skill system', which comprises firm-level hiring and training practices as well as the national and global dynamics that influence these practices. Drawing on discussions around globalization and the convergence of economic activity vs. national institutions and divergence, as well as interviews with auto parts producers and stakeholders of the skill systems, the book examines how the participation of local firms in global supply chains and these firms' institutional environment affect the firm-level skilling practices. It highlights key differences in the role of the state in the skills systems of Mexico and Turkey and investigates the implications of skilling practices for the high/low-road development prospects of both nations.

The contributions argue that disregarding socio-economic aspects of peace and how they relate to the everyday leaves a vacuum in the understanding of the formation of post-conflict economies. To address this gap, the book outlines and deploys the concept of ‘post-conflict economy formation’. This is a multifaceted phenomenon, including both formal and informal processes that occur in the post-conflict period and contribute to the introduction, adjustment, or abolition of economic practices, institutions, and rules that inform the transformation of the socio-economic fabric of the society. The contributions engage with existing statebuilding and peacebuilding debates, while bringing in critical political economy perspectives. Specifically, they analyse processes of post-conflict economy formation and the navigation between livelihood needs; local translations of the liberal hegemonic order; and different, sparse manifestations of welfare states.
