Book excerpt: International mobility is not a new concept as people have moved throughout history, voluntarily and forcibly, for personal, familial, economic, political, and professional reasons. Yet, the mobility of technical talent in the global economy is relatively new, largely voluntary, structurally determined by market forces, and influenced by immigration policies. With over a decade’s worth of extensive research in India, Japan, Finland, and Singapore, this book provides an alternative understanding of how capitalism functions at the global level by specifically analyzing the international movement of technical professionals between India and Japan. There are three factors that inform this study: the services transition away from manufacturing, the movement of technical professionals in the world economy, and the demographic crisis facing Japan. The dynamics of changing capitalism are examined by theorizing the emergence of the services sector in the USA and Japan, analyzing the pronounced social inequality in India that is the basis for the global supply of highly skilled technical professionals, and providing considerable empirical data on the flows of professionals to these two countries to indicate Japan’s institutional inflexibility in accommodating foreign talent. The author anticipates that Japanese industry will shed some of its institutional rigidity due to the pressures of competition and the scarcity of technical professionals. The Digital Economy offers an up-to-date, critical synthesis that links the various aspects of the digital or cyber economy from the perspective of real firms. A geographic approach emphasizes how IT has made businesses less dependent on locational constraints, and the tangible effects on places and regions are placed at the core of the analysis. Case studies of companies, including Amazon, Dell, Li & Fung, and Volvo, demonstrate that the geography of digitally-driven production is the outcome of both dispersion and agglomeration dynamics. Consequently, scholars, policymakers, and industry officials everywhere generally anticipate the increasing competitiveness of India in high technology activities. Using a structural framework, the author argues that Bangalore's (and India's) information technology (IT) industry is predicated on an Indian business model which does not encourage thick institutional linkages such as those encapsulated by the triple helix model. Under this institutional arrangement there is cross-fertilization of new ideas and new modes of institutional interaction between industry, academia, and government. Though there are several hundred IT businesses in a milieu of numerous engineering and science colleges and high-end public sector research institutes, the supposed thick institutional architecture is in reality quite thin. This is due to a particular type of an export-oriented model which is based on off-shore development of software services, targeted mainly to the United States. Neither domestic market nor non-U.S. markets such as East Asia are pursued aggressively by Indian firms, which offer alternative forms of learning. Consequently, Bangalore's dynamism in the IT industry stems from linear and extensive growth rather than nonlinear and intensive growth. The author argues that Bangalore has serious innovation challenges with weak university-industry linkages, lack of inter-firm collaboration, and the absence of cross-fertilization between the knowledge-intensive defense/public sector and the commercial IT industry. To strengthen Bangalore's and India's innovation system, the Indian business model must be reformed by diversifying geographical and product markets, stemming international and internal brain drain, and contributing to urban infrastructure.
