Book excerpt: Why some of Asia’s authoritarian regimes have democratized as they have grown richer—and why others haven’t Over the past century, Asia has been transformed by rapid economic growth, industrialization, and urbanization—a spectacular record of development that has turned one of the world’s poorest regions into one of its richest. Yet Asia’s record of democratization has been much more uneven, despite the global correlation between development and democracy. Why have some Asian countries become more democratic as they have grown richer, while others—most notably China—haven’t? In From Development to Democracy, Dan Slater and Joseph Wong offer a sweeping and original answer to this crucial question. Slater and Wong demonstrate that Asia defies the conventional expectation that authoritarian regimes concede democratization only as a last resort, during times of weakness. Instead, Asian dictators have pursued democratic reforms as a proactive strategy to revitalize their power from a position of strength. Of central importance is whether authoritarians are confident of victory and stability. In Japan, South Korea, and Taiwan these factors fostered democracy through strength, while democratic experiments in Indonesia, Thailand, and Myanmar were less successful and more reversible. At the same time, resistance to democratic reforms has proven intractable in Singapore, Malaysia, Hong Kong, China, Vietnam, and Cambodia. Reconsidering China’s 1989 crackdown, Slater and Wong argue that it was the action of a regime too weak to concede, not too strong to fail, and they explain why China can allow democracy without inviting instability. As a country that became known and is still remembered as one of the last remnants of Communist revolutions, Vietnam has managed to lift itself from one of the poorest war-torn post-colonies to one of the fastest growing market economies in Southeast Asia. Yet, while holding on to the legacy of a communist-led liberation movement, the present-day Communist Party of Vietnam (CPV) finds itself subject to political challenges from below. In recent years, dissident voices critical of the party-state's malgovernance over social, economic and environmental issues have mushroomed across classes, generations and provinces. Based on extensive ethnographic data, this book explores distinct political practices and political ideas of Vietnam's dissidents. It examines different anti-capitalist and anti-authoritarian practices of democracy, labour, peasant and religious activists and reveals that anti-capitalist and anti-authoritarian practices are—at times—motivated by nationalist, anti-communist and statist ideas and ideologies. Understanding this dissonance between political practices and political ideas within the context of global capitalism and coloniality lies at the heart of this book.

But many have hardened into something very different from liberal democracy: what the eminent political thinker John Keane describes as a new form of despotism. And one day, he warns, we may be more like them. Drawing on extensive travels, interviews, and a lifetime of thinking about democracy and its enemies, Keane shows how governments from Russia and China through Central Asia to the Middle East and Europe have mastered a formidable combination of political tools that threaten the established ideals and practices of power-sharing democracy. They mobilize the rhetoric of democracy and win public support for workable forms of government based on patronage, dark money, steady economic growth, sophisticated media controls, strangled judiciaries, dragnet surveillance, and selective violence against their opponents. Casting doubt on such fashionable terms as dictatorship, autocracy, fascism, and authoritarianism, Keane makes a case for retrieving and refurbishing the old term “despotism” to make sense of how these regimes function and endure. He shows how they cooperate regionally and globally and draw strength from each other’s resources while breeding global anxieties and threatening the values and institutions of democracy. Like Montesquieu in the eighteenth century, Keane stresses the willing complicity of comfortable citizens in all these trends. And, like Montesquieu, he worries that the practices of despotism are closer to home than we care to admit.

It has long been implicated in empire and its anxieties over difference. However, little attention has been paid to its twentieth-century genealogy. This book explores this neglected history through the work of Pierre Gourou, one of the century’s foremost purveyors of what anti-colonial writer Aimé Césaire dubbed tropicalité. It explores how Gourou’s interpretations of ‘the nature’ of the tropical world, and its innate difference from the temperate world, were built on the shifting sands of twentieth-century history – empire and freedom, modernity and disenchantment, war and revolution, culture and civilisation, and race and development. The book addresses key questions about the location and power of knowledge by focusing on Gourou’s cultivation of the tropics as a romanticised, networked and affective domain. The book probes what Césaire described as Gourou’s ‘impure and worldly geography’ as a way of opening up interdisciplinary questions of geography, ontology, epistemology, experience and materiality.
