While the intensity of conflicts in recent years is lower than that observed in the 1990s, the region remains prone to conflicts, with around 30 percent of the countries affected in 2019. In addition to immeasurable human suffering, conflicts impose large economic costs. On average, annual growth in countries in intense conflicts is about 2.5 percentage points lower, and the cumulative impact on per capita GDP increases over time. Furthermore, conflicts pose significant strains on countries’ public finances, lowering revenue, raising military spending, and shifting resources away from development and social spending.

Book excerpt: Over the fifty years between 1940 and 1990, the countries of eastern Africa were embroiled in a range of debilitating and destructive conflicts, starting with the wars of independence, but then incorporating rebellion, secession and local insurrection as the Cold War replaced colonialism. The articles gathered here illustrate how significant, widespread, and dramatic this violence was. In these years, violence was used as a principal instrument in the creation and consolidation of the authority of the state; and it was also regularly and readily utilised by those who wished to challenge state authority through insurrection and secession. Why was it that eastern Africa should have experienced such extensive and intensive violence in the fifty years before 1990? Was this resort to violence a consequence of imperial rule, the legacy of oppressive colonial domination under a coercive and non-representative state system? Did essential contingencies such as the Cold War provoke and promote the use of violence? Or, was it a choice made by Africans themselves and their leaders, a product of their own agency? This book focuses on these turbulent decades, exploring the principal conflicts in six key countries – Kenya, Uganda, Sudan, Ethiopia, Somalia and Tanzania. Moreover, it demonstrates that without a proper understanding of the impact of these networks, attempts to formalize African states, particularly those emerging from wars, will be in vain.

It attempts to explain why, despite a softening of norms related to the sanctity of state sovereignty, the international community dealt so ineffectively with a brutal conflict in the Democratic Republic of the Congo, which between 1997 and 2011 claimed an estimated 5.5 million. In particular, the book focuses on the role of mass media in creating a will to intervene, a role considered by many to be the key to prodding a reluctant international community to action. Included in the book are a primer on Congolese history, a review of United Nations peacekeeping missions in the Congo, and a detailed examination of both US television news and New York Times coverage of the Congo from 1997 through 2008. Separate conclusions are offered with respect to peacekeeping in the Age of R2P and on the role of mass media in both promoting and inhibiting robust international responses to large-scale humanitarian crises.
