This book part of the Integrating National Economies series, tells the story of how China ended it long-held policies of economic isolationism and rejoined the world economy in the decade and a half between 1979 and 1994. It shows how China's transformation into a world trading power was achieved remarkably without any major alteration in the country's communist political system. Susan L. Shirk describes the reform strategy and explains why such a turn-around was possible in China but not in the Soviet Union. Shirk's analysis details the political logic behind the economic reform, illustrating how China's leaders were able to win support for reform politics among Communist Party and government officials. Despite strong vested interest in the status quo, the communist government successfully adopted reforms through gradualism, administrative decentralization, and ad hoc particularistic negotiating with individual subordinates. Shirk explains these distinctive features of China's path to reform. China has achieved shallow integration with great success. Whether deeper integration with the world economy will automatically follow remains unclear. The authors investigate the forces behind the lost decade in Latin America, the adjustment efforts that have emerged in its wake, and the enhanced potential of Latin economies as trade partners and investment outlets under the EAI and NAFTA. They look at these developments in the light of regionalizing trends afoot in the global economy at large and argue that stronger ties with Latin America are essential to the future well-being of the United States. After outlining the emergence of global economic regionalism and its likely impact upon the United States and Latin America, the authors trace the origins of the latter's lost decade to the debt crisis of the early 1980s, the inadequacy of past international strategies to manage it, and the adoption of strenuous adjustment programs by Latin nations to deal with both debt repayment and the legacy of misguided development approaches. They show how the EAI is meant to accelerate the movement toward reliance upon free-market forces in Latin America and how the United States is likely to benefit from closer economic ties with the countries of that region. A full account of NAFTA's proposed liberalization of trade between the United States and Mexico follows, as the authors investigate its origins, examine Mexico's adjustment record, and list the gains that both nations are likely to realize under a free-trade accord. They then look at two sets of Latin economies, the first of which is formed by Chile, Venezuela, Bolivia, and Colombia and the second comprised of Brazil, Argentina, and Peru. While the former are prepared for economic integration with the United States, major problems impair the ability of the latter to become full-fledged participants in an economic pact with the United States. Book excerpt: In the wake of the Great Recession of 2008–09, economists feared that protectionist policies might sweep the world economy, echoing the wave of tariff escalations during the Great Depression of the 1930s. To some surprise, officials were more restrained and largely avoided traditional forms of protection (tariffs and quotas), leading some observers to underestimate the incidence of new protectionism. In fact, policymakers increasingly turned to more opaque behind-the-border nontariff barriers (NTBs). Using a combination of statistical analysis and case studies, the authors show that local content requirements (LCRs), a form of NTB, have become increasingly popular. How much was global trade actually reduced on account of LCRs? A conservative estimate might be $93 billion. Case studies featured cover the healthcare sector in Brazil, wind turbines in Canada, the automobile industry in China, solar cells and modules in India, oil and gas in Nigeria, and “Buy American” restrictions on government procurement in the United States.

Book excerpt: "A well developed financial system enhances competition in the industrial sector by allowing easier entry. The impact varies across industries, however. For some, small changes in financial development quickly induce entry and dissipate incumbents' rents, generating strong incentives to oppose improvement of the financial system. In other sectors incumbents may even benefit from increased availability of external funds. The relative strength of promoters and opponents determines the political equilibrium level of financial system development. This may be perturbed by the effect of trade liberalization in the strength of each group. Using a sample of 41 trade liberalizers Braun and Raddatz conduct an event study and show that the change in the strength of promoters vis--̉vis opponents is a very good predictor of subsequent financial development. The result is not driven by changes in demand for external funds, or by the success of the trade policy. The relationship is mediated by policy reforms, the kind that induces competition in the financial sector, in particular. Real effects follow not so much from capital deepening but mainly through improved allocation. The effect is stronger in countries with high levels of governance, suggesting that incumbents resort to this costly but more subtle way of restricting entry where it is difficult to obtain more blatant forms of anti-competitive measures from politicians.
