Despite remnants of the unreformed electoral system lingering into the mid-Victorian era, Cornwall developed a powerful Liberal tradition, built upon distinctive patterns of non-conformity; the Conservatives, split by dissension, saw their pre-reform ascendancy disappear. Book excerpt: In the mid-Victorian period, when British international influence and power were at their height, concerns about local economic and social conditions were only slowly coming to be recognised as part of the obligations and expectations of central government. Adopting a legal history perspective, this study reveals how municipal authorities of this period had few public law powers to regulate local conditions, or to provide services, and thus the more enterprising went direct to Parliament to obtain – at a price – the passing specific local Bills to address their needs. Identifying and analysing for the first time the 335 local Parliamentary Bills promoted by local authorities in the period from the passing of the Local Government Act 1858 to the first annual report of the Local Government Board in 1872, the book draws three main conclusions from this huge mass of local statute book material. The first is that, far from being an uncoordinated mass of inconsistent, quixotic provisions, these Acts have a substantial degree of cohesion as a body of material. Second, the towns and cities of northern England secured more than half of them. Thirdly, the costs of promotions (and the vested interests involved in them) represented a huge and often wasteful outlay that a more pragmatic and forward-looking Parliamentary attitude could have greatly reduced.

Book excerpt: The book phenomenon of `Club Government' in the mid-nineteenth century, when many of the functions of government were alleged to have taken place behind closed doors, in the secretive clubs of London's St. James's district, has not been adequately historicized. Despite `Club Government' being referenced in most major political histories of the period, it is a topic which has never before enjoyed a full-length study. Making use of previously-sealed club archives, and adopting a broad range of analytical techniques, this work of political history, social history, sociology and quantitative approaches to history seeks to deepen our understanding of the distinctive and novel ways in which British political culture evolved in this period. The book concludes that historians have hugely underestimated the extent of club influence on `high politics' in Westminster, and though the reputation of clubs for intervening in elections was exaggerated, the culture and secrecy involved in gentleman's clubs had a huge impact on Britain and the British Empire.

No longer is it enough for historians to look at the actions of the elite figures - diplomats and foreign secretaries - in isolation; increasingly the role of their advisers and subordinates, and those on the fringes of the diplomatic world, is recognised as having exerted critical influence on key decisions and policies. This volume gives further impetus to this revelation, honing in on the fringes of British diplomacy through a selection of case studies of individuals who were able to influence policy. By contextualising each study, the volume explores the wider circles in which these individuals moved, exploring the broader issues affecting the processes of foreign policy. Not the least of these is the issue of official mindsets and of networks of influence in Britain and overseas, inculcated, for example, in the leading public schools, at the Universities of Oxford and Cambridge, and in gentlemen's clubs in London's West End. As such the volume contributes to the growing literature on human agency as well as mentalité studies in the history of international relations. Moreover it also highlights related themes which have been insufficiently studied by international historians, for example, the influence that outside groups such as missionaries and the press had on the shaping of foreign policy and the role that strategy, intelligence and the experience of war played in the diplomatic process. Through such an approach the workings of British diplomacy during the high-tide of empire is revealed in new and intriguing ways.
