Tackling the health crisis -which has outlasted initial forecasts- and its deleterious economic and social effects will require political and social compacts built on broad multi-stakeholder participation that universalize social protection and health and, above all, refocus development on equality and on fiscal, production and environmental policies for sustainability. Compacts must be directed towards laying the foundations for a welfare state that, among other things, ensures universal access to health, redistributive taxes, increased productivity, better provision of public goods and services, sustainable management of natural resources and more substantial and diversified public and private investment.

Book excerpt: Gender inequality has historically been a structural feature of Latin America and the Caribbean, which is at the root of the unsustainability of the prevailing development model. In addition to exacerbating the structural challenges of gender inequality, the coronavirus disease (COVID-19) pandemic has highlighted the unfair organization of care within society and the need to put care and sustainability at the centre of the development model. The Economic Commission for Latin America and the Caribbean (ECLAC) has therefore called for faster progress towards economic, climate and gender justice and a transition to a care society1 that prioritizes the sustainability of life and care for the planet and guarantees the rights of people who require or provide care; that takes into account self-care; that works to reduce the precariousness related to the care sector; and that raises awareness of the multiplier effects of the care economy on well-being and its ability to drive a transformative recovery with equality and sustainability.At the various sessions of the Regional Conference on Women in Latin America and the Caribbean, the governments of the region have committed to overcoming inequality through public policies that guarantee women's rights and contribute to women's physical, economic and decision-making autonomy and to achieving gender equality in legal frameworks and in the results of policy implementation; in short, commitments have been made to achieving formal equality and substantive equality. The sixty-first meeting of the Presiding Officers of the Regional Conference on Women in Latin America and the Caribbean will include a high-level panel to address the challenges and opportunities of moving towards a care society for recovery with gender equality and sustainability in Latin America and the Caribbean.

For Latin America -the world's most unequal region- social inequality also represents a structural feature and therefore a fundamental challenge. In response to the mandate conferred upon the Economic Commission for Latin America and the Caribbean (ECLAC) by the countries at the Regional Conference on Social Development in Latin America and the Caribbean, held in Lima in November 2015, this document pursues the analysis of the social inequality matrix in the region. The analysis focuses on some of the main axes that serve to structure social inequality (gender, ethnicity, race, age or stage of the life cycle, and territory) in order to illustrate how they influence the depth of the equality gaps, their persistence over time and their reproduction. Often, the multiple dimensions of inequality concatenate, intersect and exacerbate one other, hitting certain population groups harder than others. The analysis of the multiple dimensions must be taken on board and developed further if the countries are to advance along the path towards sustainable development. On the basis of this analysis, the document concludes with several policy recommendations, which include the need to: build linkages between economic, production, labour, social and environmental policies; apply a comprehensive rights-based approach to policies on combating inequality; strengthen institutions and forge social compacts as the foundation of good-quality social policies; protect social spending and tax revenues allocated to social development; and increase statistical capabilities to give visibility to the different dimensions of inequality and advance their understanding. These contributions have focused on the need to reorganize and redistribute care work as a key factor in more egalitarian and inclusive societies.Over the course of more than four decades, the member States of ECLAC, meeting at sessions of the Regional Conference on Women in Latin America and the Caribbean, have adopted the Regional Gender Agenda, which aims to guarantee women's rights and drive progress towards their autonomy, laying the foundations for societies with equality. In that framework, governments of the region have adopted a number of agreements that are essential for designing and implementing care policies. The agreements reaffirm the principles of universality and progressivity in access to quality care services, the importance of co-responsibility between men and women, and among the State, the market, communities, and families, as well as the importance of promoting the financial sustainability of public care policies aimed at achieving gender equality.
