Book excerpt: A myth from the colonial period was that Americans could defend themselves by keeping a rifle in the closet and when needed, grab it, and march off to battle in times of crisis. Unfortunately, providing national defense is more complicated that that; indeed it was more complicated even during the Revolutionary war. General George Washington’s struggles to form a standing army supported by workable logistics and supply processes and to get funding for both from the Revolutionary Congress are well documented. Financing national defense requires planning and resourcing in advance. Reacting at the instant of crisis is too late. Building an educated, highly trained and capable Armed Forces and the acquisition of defense weapons and weapons systems has long lead times and involves making decisions the consequences of which are likely to last for decades. These decisions include how to recruit and retain military and civilian personnel as well as designing, buying and fielding a vast array of ground weapons, ships, aircraft and other weaponry. A decision to buy a major defense weapons system for example sets in motion a chain of other decisions that will affect the U.S., its allies and enemies around the world. Implementation of such decisions is financed through the U.S. federal government and Department of Defense budget processes in a planned yet highly and pluralistic and disaggregated system for determining how to advocate, acquire and allocate scarce resources in a manner that culminates in congressional and presidential approval. In this book we examine the concepts and practices of defense financing, provide a detailed description and analysis of resource policy decision making, financial management and budget execution processes, and analyze the most significant features of the national defense and U.S. federal government resource decision and management system. The book assesses the numerous factors, including those that characterize the complex budget review and appropriation decision making dynamics of Congress, that make U.S. defense finance and budgeting different from any other system in the world. In addition, in a concluding chapter the book compares U.S. defense policy and budgeting to other nations in different regions of the globe, drawing conclusions about the effects of U.S. defense policy and defense financing abroad in regions including Europe, Russia, the Middle-East and Asia.

More specifically, what are the institutional and political motives which drive a majority of the members of Congress to consistently transcend partisanship in order to pass defense focused legislation into law? The purpose of this study was to test whether or not the consideration of defense policy in the House of Representatives is unique in its ability to transcend partisanship. And if so, why? Hypothesis: The formulation of defense policy in the U.S. House of Representatives is approached with more collegiality than other policy issue areas, mainly due to institutional, domestic, and international political pressures on members that transcend competing partisan motivations. Defense policy was operationalized by the National Defense Authorization Act (NDAA). “Other types of policy” was operationalized by the Farm Bill and the Highway Bill. “Collegiality,” the primary dependent variable, was defined as exceptional and consistent cooperative interaction among colleagues over time that rendered legislation which garnered support of at least a bipartisan supermajority (two-thirds) of the House of Representatives upon its final passage. A mixed methods approach was employed using the annual NDAA process as a study vehicle. Qualitative and quantitative analysis included case studies of U.S. legislative history that compared the NDAA process with that of the Farm Bill and Highway Bill. Deliberations over the bills were explored during three five-year periods of notable partisanship in U.S. politics that coupled with notable U.S. security concerns abroad: 1961-66, 1993-98, and 2007-12. Case studies were complemented by interviews with 25 members of the policy community The study concluded that the NDAA is essentially a de facto annual omnibus authorization bill with unparalleled political and institutional momentum that serves individual policymaker interests as well as the public interest. As such, the NDAA is an institution unto itself and its annual process consistently demands House members approach it in a uniquely collegial manner, providing strong evidence defense policy formulation is more collegial than other policy areas.

Book excerpt: Since the Russian Federation is the product of the coups of August 1991 and September-October 1993, control over the military is crucial for its survival. Many analysts have looked at issues of civilian control over the military in Russia primarily from the military's side. For them the main question then becomes the loyalty of the armed forces to the government. This monograph takes a different tack and examines the question from the vantage point of state policy towards the military. Although that policy is evolving over time, recent draft laws on defense and peacemaking indicate the Yeltsin Administration's intention to formalize a particular type of relationship with the various types of armed forces in Russia: army, navy, air forces, Ministry of Interior (MVD) forces (whose function is internal policing and pacification of territories inside the Russian Federation), Border Troops (whose function is to guard the old Soviet borders against military operations, e.g., from Afghanistan into Tadzhikistan), etc. Therefore this essay analyzes in detail the provisions of these draft laws that seek to regulate and formalize the manner in which the state undertakes different kinds of peace operations and the general structure and hierarchy of the country's defense system. These laws also should provide for the pattern of the separation and distribution of powers between the executive and legislative branches with regard to military issues. The conclusions emerging from the body of these draft laws are disquieting. Essentially, these laws reserve much, if not all discretion to the President and his personal office and remove both the President and the Ministry of Defense from effective, democratic, parliamentary accountability, scrutiny, and control. The Draft Law on Peacemaking allows Yeltsin to start peace operations at home or abroad without consulting either house of Parliament and to obtain funding and authorization for deployment of troops without Parliament, yet does not require him to obtain the approval of the UN for such actions outside Russia. At home the war in Chechnya that began without any notification of Parliament (even in violation of Russia's own Federation Law and the existing Law on Defense) similarly betrays an indifference to the rule of law and control over military operations that is very disturbing. Especially in view of the possibility for "mission creep" to affect so-called peace operations that then become protracted campaigns, it is all too likely that Russia could blunder into a long-term war without any parliamentary examination of or control over those events. The Draft Law on Defense shares the same problems by exempting Yeltsin from active parliamentary scrutiny over defense policy. For instance, there are loopholes in this law that suggest Yeltsin can commit forces to preventive war and even to a launch on warning posture without first consulting with Parliament. Similarly there are references to mobilization and to conscription that evoke the spirit of the old Soviet military economy and military manpower system which held the Soviet Union's economy and manpower in a permanently mobilized readiness for war.

Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book.
