Poland has now been a member of the EU for more than 15 years. This volume’s objective is to remind society, old and young, researchers, scholars and practitioners, that Poland’s success is an outcome of well-thought out and bold structural reforms implemented in a swift and timely manner, of society’s support for these reforms, and of third actors’ benign assistance. Book excerpt: When Poland and Ukraine introduced their political, social and economic system reforms at the beginning of the 1990s, both economies were at a similar level of economic development (GDP $9,500 per capita). However, in 2018, Ukrainian GDP per capita had remained at the same levels since 1991, while in Poland, it had increased significantly, to more than $27,000 per capita. This book assesses the reasons for the growing gap between the level of economic development in Ukraine and Poland. It examines the course of events and evaluates the effectiveness of the system transformations, both in the context of the economy, as a whole, and in individual regions (Polish ‘voivodeships’ (provinces) and Ukrainian ‘oblasts’). It also analyzes the consequences of the 2008–2009 Ukrainian-Russian gas conflict and 2013–2014 Euromaidan events for the Ukrainian economy. Additionally, the authors offer an insight into the migration movements, which have recently been observed in Poland and Ukraine. This is the first comprehensive, comparative analysis concerning the spatial diversification of economic development in these two countries, and the authors highlight the ways in which these reforms have proved effective in Poland and hardly effective in Ukraine. This analysis helps to identify the basic interrelations between the core macroeconomic variables at the regional level and the impact of political events from both a national and regional perspective. Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

The immense changes that have occurred in the country over the past decade and a half are analysed in their historical and geo-political framework. Poland was the first Eastern European country to return to capitalism, with its shock-therapy economic reforms replicated throughout the region. These sought to dismantle the socialist elements of the economy as rapidly as possible and open up the post-socialist countries to the world capitalist market. The former socialist countries were absorbed into the international division of labour and their economies quickly became a part of and dependent upon the global capitalist system. The revolutions of 1989-91 not only transformed Eastern Europe but instigated fundamental changes to the international capitalist system itself. By opening up the ex-socialist economies to international capital a new era of globalisation was opened, as the principles and practices of neo-liberalism gained ascendancy. While a section of society prospered from this opening, other social groups saw their living-standards decline, creating large social inequalities. One consequence of these social divisions has been the destabilising of the newly created democratic political systems. The growth of more authoritarian, conservative political currents in Poland is an example of this. As the largest and most strategically important country in Central-Eastern Europe, Poland has increasingly become a focus of international relations between the major powers. Events in Poland, especially after European expansion, influence relations between the USA, the European Union and Russia. This book therefore looks both at how the absorption of Poland into the international capitalist system has transformed the country and at how this process is contributing to developments globally. It finishes by considering developments since EU Accession and at the expected results of this expansion both within Poland and an enlarged EU.
