Drawing on case studies from Italy, Spain, Norway, Poland, Romania, Russia, Sweden, Switzerland, the United Kingdom and the European Union, it analyses the strategies and discourses of groups seeking to liberalise or restrict reproductive rights. It also illuminates the ways that reproductive rights politics intersect with demographic anxieties, as well as the rising nationalisms and xenophobia related to austerity policies, mass migration and the recent terrorist attacks in Europe.

Drawing on deliberative theory, Denise Walsh argues that the leading institutions in the public sphere are highly gendered, meaning women's ability to shape the content of public debate and put pressure on the state to advance their rights is limited. She tests this claim by measuring the openness and inclusiveness of debate conditions in the public sphere during select time periods in Poland, Chile and South Africa. Through a series of structured, focused comparisons, the book confirms the importance of just debate for securing gender justice. The comparisons also reveal that counter publics in the leading institutions in the public sphere are crucial for expanding debate conditions. The book concludes with an analysis of counter publics and suggests an active role for the state in the public sphere.

Tracing policy developments in Eastern Europe from the beginning of 2000s, when domestic violence first emerged on policy agendas, until 2015, Andrea Krizsán and Conny Roggeband look into the contestation that takes place between women’s movements, states and actors opposing gender equality to explain the differences in gender equality sensitive policy outputs across the region. They point to regionally specific patterns of feminist engagement with the state in which coalition-building between women’s organizations and establishing alliances with different state actors were critical for achieving gendered policy progress. In addition, they demonstrate how discursive contexts shaped by democratization frames and opposition to gender equality, led to differences in the politicization of gender equality, making gender friendly reforms more feasible in some countries than others.
