Book excerpt: Although at different stages of development, the countries of the Western Balkans—Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, and Serbia—face similar challenges in transforming and modernizing their agricultural food production (agri-food) sectors. Their rural sectors have lagged behind the rest of the economy in growth and poverty reduction, their agri-food sectors are undercapitalized and highly fragmented, and their agro-processing capacities limited. Agricultural trade deficits are widening, climate change is posing increasing risks to farm incomes, and low-cost imports and changing consumer preferences are further eroding competitiveness. Added to this scenario are the challenges and opportunities of adopting the EU 'acquis communautaire' relating to agriculture. Based on recent World Bank reports prepared in collaboration with the Food and Agriculture Organization of the United Nations and the European Commission Directorate General for Agriculture and Rural Development, 'The Changing Face of Rural Space: Agriculture and Rural Development in the Western Balkans' identifies what is constraining agricultural competitiveness in these countries, examines public expenditures in agriculture, and diagnoses key challenges for agricultural policy makers. The book expands on previous findings to provide a strategic policy framework for transforming and modernizing the agri-food sector and, in the context of region’s ongoing process of integration with the European Union, creating a dynamic rural space in the Western Balkans. The book offers Western Balkan governments and international donors a shared vision of the goals and directions their agriculture and rural development policies and programs might take.

An empirical study based on Robert Putnam’s two-level game model, it charts the influence and role of key domestic actors and groups on the negotiations especially in three critical, controversial, areas - areas where EU accession threatened to bring about a profound transformation to Polish life - agriculture, with particular emphasis on direct payments and production quotas; the purchase of real estate by foreigners; and the free movement of labour. This book demonstrates the complex interaction between the domestic and international level of negotiations and furthermore, shows how critical this link can be to negotiation outcomes at the international level. It reveals how susceptible Poland’s negotiation process was to domestic pressure, particularly public opinion and interest groups. Drawing heavily on qualitative analysis – such as press releases, news wires, policy documents, as well as quantitative analyses, such as the use of opinion polls, and supported by in-depth, unrestricted interviews with key Polish decision-makers, this book examines the dynamics of policy formation in Poland and shows how this translated into the final conditions of accession.

The combination of Poland’s potential power as a major, and possibly controversial, player in both the region and Europe as a whole, and the apparent salience of Euroscepticism in domestic electoral politics at the core of the Polish government and party system presented the possibility that Poland would be a ‘new awkward partner’ in Europe. However, although Poles may have voted for EU-critical parties in large numbers no ‘Eurosceptic backlash’ has emerged. In fact, far from being a ‘new awkward partner’, Poland has tried to portray itself as the ‘new heart of Europe’ and it certainly came to be increasingly perceived as such in Brussels and by its European allies. This book focuses on two linked questions. Firstly, what impact has Poland had upon the EU as a new member state? Secondly, how has becoming an EU member impacted upon public attitudes towards the EU and Polish domestic politics, particularly on its party and electoral politics? Szczerbiak provides the first detailed empirical case study of the impact of Poland’s EU membership on its politics and of Poland's impact on the EU. The book also makes broader theoretical contributions to our understanding of EU relations with its member states. The integration of Poland’s agricultural economy into the EU Common Agricultural Policy (CAP) will become one of the key issues and has been one of the most difficult issues during the negotiations on the conditions of Poland’s membership in the EU.1 The aim of this paper is to point out the advantages and disadvantages, the costs and benefits as well as the opportunities and threats to Poland’s agricultural sector by comparing it with the situation of Spain in the middle of the 1980’s when Spain became a new member of the European Community. A comparison between these two states makes sense because both had quite similar starting points when they were joining the EC/EU. Therefore, the first chapter will give a historical overview of the agricultural sector in both states first of all. After that, production and export rates, proportions to each GDP and international scales as well as prospective and present changes after EC/EU-membership will be shortly presented and set into comparison. The second chapter compares the Spanish membership negotiations for its agricultural sector to the positions of Poland. Both states gained special exceptions, privileges and transitional periods for their agriculture which are not only useful for the farmers but for financial policy, too. These points will be described and compared. The third chapter presents the Polish agriculture’s future expectations. On the one hand threats and benefits will be listed up and proved to their validity. On the other hand, the Spanish expectations and fears of EC-membership in 1986 will be presented to prove the circumference of positive and negative expectations that came into existence. The fourth chapter gives a summary how far Poland and Spain are comparable in terms of their agricultural sector. Second, the experiences of Spain are used as a template to give answers for the future questions of the Polish agriculture.
