Book excerpt: Many European states and retailers continue to be unimpressed by the growing body of experimental and empirical evidence about the positive environmental, health and economic impact of Genetically Modified Organisms (GMOs) worldwide. They stick to their bans on GMOs and encourage many African countries to do so too. This European pressure on African countries is not just exerted through aid and trade policy but also by generally cutting funding for the genetic improvement of orphan crop research. The justification for these decisions is that the perception of agricultural biotechnology in Africa would be negative and therefore GM crops should not be introduced in African countries. A perception survey conducted in South Africa indicates however, that stakeholder perceptions in the national debates in African countries may be shaped by the interests and attitudes of foreign, rather than domestic stakeholders. South Africa is nevertheless an exception. In spite of well-organized opposition groups, the country grows GMOs for almost a decade and its positive experience may eventually induce other African countries think twice whether they want to say no to this new technology.

Agricultural biotechnology comprises several scientific techniques (genetic engineering, molecular marker-assisted breeding, the use of molecular diagnostics and vaccines, and tissue culture) that are used to improve plants, animals, and microorganisms. However, in preparing this desktop analysis, IFPRI has focused on genetic modification (GM) technologies in particular and on the agricultural context in which they are being applied, because GM technologies are at the center of the controversy about biotechnologys role in Africa. In addition, because we have attempted to focus our review on peer-reviewed evidence and documented examples, the preponderance of data presented in the report is focused on genetically modified (also abbreviated GM) crops in use and under development, although we recognize the potential of the technology for livestock, fisheries, and forestry.

Book excerpt: Basically, the contemporary manipulation of identifiable living cells and bacteria in industrial and scientific processes has been functionally essentialized by the desire to improve on the state of the human condition in this modernizing era. Meanwhile, the prevalent globalizing culture has made it feasible for quick exchange of information and, indeed, instant spread of cogent empirical knowledge. Such is the case with biotechnological development, which seeks to enhance agricultural productivity; health care delivery and, of course, the realization of the focal target of the ‘Millennium Development Goals’ (MDGs), that is ‘halving extreme poverty by 2015’. As noble as this innovation seems however, its application in Nigeria as obtainable in most parts of sub-Saharan Africa has been largely uncoordinated, or at best, attenuated; ostensibly due to inactivity on the part of the political leadership. This study focuses on the explication of varying interpretations of the reality of biotechnological incorporation within Nigerian configuration. On the part of the policy planners, have usual proclamations been met with desired actions in the bid to localize such innovation in the country? Are they conscious of its long-run human, social and environmental implications? On the other hand, are the people – the supposed direct beneficiaries of such adaptation aware of its existence and usefulness? How do they perceive and construct its reality? These and related issues are addressed in this study. The methods of In-depth Interviews (IDIs) and Evaluation Research (ER) are engaged as the study’s modes of inquiry, while Berger and Luckmann’s ‘The Social Construction of Reality’ is adopted as its theoretical platform.

However, the economic repercussions of biotechnology for developing countries are largely unknown and have been the subject of acute controversy over the last few years. This study deals with the topic and provides some preliminary empirical results. An analytical framework for the ex ante evaluation of biotechnology in smallholder agriculture is developed, which is then used within three different case studies in Kenya and Mexico. It is shown that biotechnology holds great potentials for poor agricultural producers and consumers. Yet appropriate institutional adjustments are required to capitalize on these potentials. Implications for national and international biotechnology policies are discussed.
